%X Peran Penyidik Pegawai Negeri Sipil yang bernaung di Balai Konservasi Sumber Daya Alam, ialah menjadi garda terdepan dalam upaya melindungi satwa dari ancaman masyarakat yang tidak bertanggung jawab. Permasalahan dalam penelitian adalah pertama Peran Penyidik Pegawai Negeri Sipil Balai Konservasi Sumber Daya Alam dalam penanggulangan tindak pidana perniagaan satwa yang dilindungi pada Provinsi Lampung dan Faktor penghambat peran Penyidik Pegawai Negeri Sipil Balai Konservasi Sumber Daya Alam dalam penanggulangan tindak pidana perniagaan satwa yang dilindungi pada Provinsi Lampung.

Penelitian ini merupakan penelitian kualitatif dengan menggunakan pendekatan yuridis normatif dan pendekatan yuridis empiris. Adapun narasumber penelitian ini adalah penyidik pegawai negeri sipil Balai Konservasi Sumber Daya Alam dan Dosen Bagian Hukum Pidana Fakultas Hukum Universitas Lampung, selanjutnya data di analisis secara kualitatif.

Hasil penelitian dan pembahasan menunjukan bahwa peran penyidik pegawai negeri sipil terdiri dari peran normatif, faktual dan ideal. Dari  ketiga peran tersebut adapun peran yang paling dominan adalah peran normatif  dikarenakan  peran ini dilaksanakan berdasarkan Undang-Undang Nomor 5 Tahun 1990 tentang Konservasi Sumber Daya Alam Hayati dan Ekosistemnya dan peran faktual  dikarenakan peran ini menggunakan penyelesaian kasus tindak pidana perniagaan satwa dilindungi di Provinsi Lampung dimana kasus tersebut telah memperoleh putusan yang berkekuatan hukum tetap. Faktor yang menghambat peran penyidik pegawai negeri sipil dalam penanggulangan tindak pidana perniagaan satwa dilidungi terdiri dari faktor substansi hukum, faktor aparat penegak hukum, faktor sarana atau prasarana, faktor masyarakat dan faktor budaya. Dari kelima faktor tersebut adapun faktor yang paling dominan adalah faktor masyarakat dan kebudayaan karena kedua faktor tersebut mempunyai pengaruh yang kuat terhadap pelaksanaan penegakan hukum seperti pada faktor masyarakat sebagai pelaku dalam melakukan pencegahan suatu tindak pidana dan faktor kebudayaan memiliki pengaruh terhadap kesadaran masyarakat akan nilai peran dalam melindungi satwa.
	

Saran dalam penelitian ini adalah diperlukan penyempurnaan peraturan perundang-undangan yang mengatur wewenang PPNS BKSDA, lalu diharapkan bahwa PPNS BKSDA melakukan kerjasama dengan Polri untuk melakukan penyidikan penanganan perniagaan satwa yang dilindungi kemudian meningkatkan koordinasi secara intensif antara instansi yang membawahi PPNS BKSDA dengan instansi Polri.

The role of Civil Servant Investigators under the Natural Resources Conservation Center is to be the vanguard in efforts to protect animals from threats from irresponsible communities. The problems in this study are first the role of Civil Servant Investigators of the Natural Resources Conservation Center in overcoming criminal acts of trade in protected animals in Lampung Province and the inhibiting factors of the role of Civil Servant Investigators of the Natural Resources Conservation Center in overcoming criminal acts of trade in protected animals in Lampung Province.

This research is a qualitative research using normative legal approach and empirical legal approach. The sources of this research are civil servant investigators of the Natural Resources Conservation Center and Lecturers of the Criminal Law Section of the Faculty of Law, University of Lampung, then the data is analyzed qualitatively.

The results of the research and discussion show that the role of civil servant investigators consists of normative, factual and ideal roles. Of the three roles, the most dominant role is the normative role because this role is implemented based on Law Number 5 of 1990 concerning Conservation of Natural Resources and Ecosystems and the factual role because this role uses the resolution of criminal cases of protected animal trade in Lampung Province where the case has obtained a decision that has permanent legal force. Factors that hinder the role of civil servant investigators in overcoming criminal acts of protected animal trade consist of legal substance factors, law enforcement factors, facilities or infrastructure factors, community factors and cultural factors. Of the five factors, the most dominant factor is the community and cultural factors because these two factors have a strong influence on the implementation of law enforcement such as the community factor as the perpetrator in preventing a crime and the cultural factor has values that under
the applicable law in a society that can influence aware of the value of role of PPNS.

The suggestion in this study is that it is necessary to improve the laws and regulations governing the authority of Civil Servant Investigators of the Natural Resources Conservation Center, then it is hoped that Civil Servant Investigators of 
the Natural Resource Conservation Center will cooperate with the Police to conduct investigations into the handling of protected animal trade and then increase intensive coordination between the agencies that oversee civil servant investigators (PPNS) and the Police agencies.
