        abstract = {Penelitian ini meneliti inovasi Sistem Informasi Si-TAPIS (Sistem Data
Pengendalian dan Informasi) dalam konteks pelaporan program prioritas yang
mendukung agenda pembangunan di Provinsi Lampung dengan fokus pada Studi
Biro Administrasi Pembangunan Provinsi Lampung. Sistem Si-TAPIS yang
dikembangkan oleh Biro Administrasi Pembangunan Setda Provinsi Lampung
bertujuan untuk menyederhanakan proses pengumpulan dan pelaporan data terkait
program-program prioritas pemerintah. Namun, kendala muncul karena
pendekatan pengumpulan data manual dan keterbatasan dalam memetakan data
tersebut terhadap program-program yang dijalankan oleh perangkat daerah.
Penelitian ini menggunakan pendekatan kualitatif dengan analisis dokumentasi
dan wawancara untuk memahami implementasi Si-TAPIS, tantangan yang
dihadapi, dan dampaknya pada pelaporan program prioritas. Hasil penelitian ini
menunjukkan bahwa inovasi Si-TAPIS memberikan keuntungan relatif dalam hal
kemudahan pelaporan, penyimpanan data yang lebih terstruktur, dan validasi data
yang lebih baik. Namun, masih terdapat kendala terkait kompleksitas sistem,
infrastruktur yang kurang mendukung, serta tingkat pemahaman yang rendah
terhadap teknologi baru. Dari perspektif teori Difusi Inovasi Everett M. Rogers
penelitian ini mengevaluasi aspek-aspek keunggulan relatif, kesesuaian,

kerumitan, kemungkinan dicoba, dan kemudahan diamati dari implementasi Si-
TAPIS. Berdasarkan hasil analisis disarankan agar Biro Administrasi

Pembangunan meningkatkan sosialisasi, mengoptimalkan sistem Si-TAPIS, dan
memperbarui teknologi untuk memaksimalkan manfaat inovasi ini dalam
mendukung pembangunan daerah.

This research examines the innovation of the Si-TAPIS Information System
(Control and Information Data System) in the context of reporting priority
programs supporting the development agenda in Lampung Province with a focus
on the Study of the Development Administration Bureau of Lampung Province.
The Si-TAPIS system developed by the Development Administration Bureau of the
Lampung Provincial Government aims to simplify the process of collecting and
reporting data related to government priority programs. However, challenges
arise due to manual data collection approaches and limitations in mapping this
data to the programs implemented by local agencies. This research employs a
qualitative approach with documentation analysis and interviews to understand
the implementation of Si-TAPIS, the challenges faced, and its impact on priority
program reporting. The findings indicate that the Si-TAPIS innovation provides
relative advantages in terms of ease of reporting, more structured data storage,
and better data validation. However, challenges remain regarding system
complexity, inadequate infrastructure support, and low understanding of new
technologies. From the perspective of Everett M. Rogers' Innovation Diffusion
Theory, this research evaluates the relative advantage, compatibility, complexity,
trialability, and observability aspects of Si-TAPIS implementation. Based on the
analysis results, it is recommended that the Development Administration Bureau
improve socialization efforts, optimize the Si-TAPIS system, and update
technology to maximize the benefits of this innovation in supporting regional
development.
