%X Kemiskinan merupakan masalah serius yang dihadapi oleh banyak daerah di  Indonesia tak terkecuali Kecamatan Gadingrejo. Kecamatan Gadingrejo adalah  kecamatan yanga ada di Kabupaten Pringsewudengan angka kemiskinan tertinggi  dengan total jumlah angka kemiskinan mencapai 44.232 jiwa. Oleh karena itu,  relevansi program pemberdayaan masyarakat menjadi sangat penting untuk  mengatasi kondisi sosial-ekonomi yang ada. Namun, program pemberdayaan yang  telah diterapkan belum sepenuhnya optimal dalam menanggulangi masalah  kemiskinan. Penelitian inibertujuan untuk mengevaluasi implementasi Program  Kelompok Usaha Bersama (KUBE) di Kecamatan Gadingrejo dengan  menggunakan teori evaluasi kebijakan Bridgman & Davis yang terdiri dari empat  indicator yaitu input, process, output, outcomes. Metode penelitian yang digunakan  adalah penelitian deskriptif dengan pendekatan kualitatif. Data dikumpulkan  melalui wawancara mendalam dengan narasumber terkait, observasi langsung  terhadap program, serta dokumentasi dari catatan program dan laporan kegiatan.  Hasil penelitian menunjukkan bahwa meskipun terdapat keberhasilan dalam  membantu masyarakat, implementasi KUBE masih menghadapi tantangan  signifikan pada indikator input, process, dan output. Permasalahan terkait  penggunaan anggaran yang belum optimal, infrastruktur yang kurang memadai,  sumber daya yang terbatas, dan koordinasi yang belum optimal menjadi hambatan  utama. Namun, dari segi indikator outcomes, program ini berhasil memberikan  dampak positif yang terlihat dari peningkatan kualitas hidup sebagian masyarakat  penerima manfaat. Kesimpulan dari penelitian ini adalah bahwa Program KUBE di  Kecamatan Gadingrejo telah memberikan kontribusi yang positif namun masih  memerlukan evaluasi mendalam untuk memperbaiki aspek-aspek yang belum  optimal.    Kata Kunci: Kemiskinan, Evaluasi, KUBE  Poverty is a serious problem faced by many regions in Indonesia,  including Gadingrejo District. Gadingrejo District is the sub-district in  Pringsewu Regency with the highest poverty rate with a total poverty rate  reaching 44,232 people. Therefore, the relevance of community    empowerment programs is very important to overcome existing socio-  economic conditions. However, the empowerment program that has been    implemented has not been fully optimal in overcoming the problem of  poverty. This research aims to evaluate the implementation of the Joint  Business Group Program (KUBE) in Gadingrejo District using  Bridgman & Davis' policy evaluation theory which consists of four  indicators, namely input, process, output, outcomes. The research  method used is descriptive research with a qualitative approach. Data  was collected through in-depth interviews with relevant sources, direct  observation of the program, as well as documentation from program  notes and activity reports. The research results show that despite success  in helping the community, KUBE implementation still faces significant  challenges in input, process and output indicators. Problems related to  suboptimal budget use, inadequate infrastructure, limited resources, and  suboptimal coordination are the main obstacles. However, in terms of  outcome indicators, this program has succeeded in providing a positive  impact which can be seen from improving the quality of life of some of  the beneficiary communities. The conclusion of this research is that the  KUBE Program in Gadingrejo District has made a positive contribution  but still requires in-depth evaluation to improve aspects that are not yet  optimal.
