description: Perkembangan teknologi yang semakin canggih membawa dampak besar dalam semua aktivitas di berbagai bidang, salah satunya adalah digitalisasi manajemen Aparatur Sipil Negara (ASN). Maka Badan Kepegawaian Negara telah mengeluarkan  Peraturan BKN Nomor 7 Tahun 2023 tentang Sistem Informasi Aparatur Sipil Negara (SIASN) sebagai bentuk implementasi e-government guna mendukung layanan kepegawaian yang mudah dan cepat, serta data kepegawaian terintegrasi antara Badan Kepegawaian Negara (BKN) dengan seluruh instansi pemerintah daerah. Permasalahan dalam penelitian ini adalah: (1) Bagaimana efektivitas Pelaksanaan Sistem Informasi Aparatur Sipil Negara (SIASN) dalam proses kenaikan pangkat  pada Dinas Kominfotik Provinsi Lampung? (2) Apakah faktor pendukung dan  penghambat pelaksanaan Sistem Informasi aparatur Sipil Negara (SIASN) dalam  proses kenaikan pangkat pada Dinas Kominfotik Provinsi Lampung? Pendekatan  masalah yang digunakan adalah normatif dan empiris. Data yang digunakan dalam  penelitian terdiri atas data primer dan data sekunder. Pengumpulan data dilakukan dengan studi lapangan dan studi pustaka. Analisis data yang digunakan adalah deskriptif kualitatif. Hasil penelitian menunjukkan bahwa: (1) Pelaksanaan Sistem Informasi Aparatur Sipil Negara (SIASN) dalam proses kenaikan pangkat pada Dinas Kominfotik  Provinsi Lampung belum berjalan efektif. (2) Faktor pendukung dalam pelaksanaan SIASN dalam proses kenaikan pangkat pada Dinas kominfotik Provinsi Lampung yaitu terdapat produk hukum yang mendukung pelaksanaan kenaikan pangkat melalui SIASN dan efektivitas pelayanan kenaikan pangkat kepegawaian. Sedangkan faktor penghambat nya yaitu hambatan teknis penggunaan SIASN, dan kurangnya peran aktif serta sosialisasi terhadap pegawai mengenai SIASN    Kata Kunci : ASN, SIASN, Kenaikan Pangkat        The development of increasingly sophisticated technology has a big impact on all activities in various fields, one of which is the digitalization of the management of the State Civil Apparatus (ASN). Therefore, the State Civil Service Agency has issued BKN Regulation Number 7 of 2023 concerning the State Civil Apparatus Information System (SIASN) as a form of e-government implementation to support easy and fast  personnel services, as well as Integrated personnel data between the State Civil Service Agency (BKN) and all local government agencies. The problems in this research are: (1) What is the effectiveness of the implementation of the State Civil Apparatus Information System (SIASN) in the promotion process at the Lampung Provincial Department of Cominfotic? (2) What are the supporting and inhibiting factors for the implementation of the State Civil Apparatus Information  System (SIASN) in the promotion process at the Lampung Provincial Office of Cominfotic? The approach to the problem used is normative and empirical. Data collection is carried out by field srudies and literature studies. The data analysis used qualitative descriptive. The result of this study show: (1) The implementation of the State Civil Apparatus Information System (SIASN) in the promotion process at the Lampung Provincial Department of Cominfotic has been effective. (2) The supporting factors in the  implementation of SIASN in the promotion process at the Lampung Provincial Cominfotic Office are the existence of legal regulations that support the promotion process through SIASN and the effectiveness of personnel promotion services.  Meanwhile, the factors that hinder are technical obstacles in the use of SIASN, and the lack of active roles and socialization for employees regarding SIASN.    Keywords : ASN, SIASN, Promotion
