abstract: Salah satu misi partai politik adalah menempatkan anggotanya dalam jabatan
politik, untuk memasukkan nilai-nilai partainya berupa visi misi, platform, ke
dalam kebijakan pemerintahan. Penelitian ini bertujuan untuk mengetahui
implementasi platform kebijakan pembangunan PKS oleh fraksi PKS di DPRD
Lampung (berdasarkan fungsi (Legislasi, Anggaran, Pengawasan). Penelitian ini
menggunakan teori fungsi partai politik oleh Hans Dieter Klingemann meliputi
aspek konsistensi ideologis, koherensi programatik, responsivitas terhadap
kepentingan publik, dan akuntabilitas publik.
Penelitian ini menggunakan metode kualitatif. Pengumpulan data dilakukan
melalui wawancara dan dokumentasi. Penentuan dan pemilihan informan dengan
teknik purposive sampling. Analisis data dilakukan dengan cara reduksi data,
penyajian data dan kesimpulan.
Hasil penelitian menggambarkan capaian implementasi platform PKS sangat
dipengaruhi oleh faktor internal dan eksternal. Internal terkait SDM, posisi politik,
eksternal terkait kewenangan, dan daya dukung DPRD. serta posisi politik PKS di
DPRD. Aspek konsistensi ideologis, menunjukkan keselarasan ideologi yang
dianut dengan platform kebijakan yang ditawarkan. Koherensi programatik
capaian kategori sedang, karena belum ada rencana dan evaluasi platform. Aspek
responsivitas, sekaligus fungsi representasi FPKS menjalin komunikasi intensif
dengan konstituen sekaligus membuka ruang partisipasi publik. Aspek
akuntabilitas FPKS mendorong anggotanya untuk senantiasa memberikan laporan
kinerja kepada internal maupun kepada publik secara langsung.

One of the primary missions of political parties is to place their members in
political positions to incorporate their values, vision, mission, and platform into
government policies. This study aims to examine the implementation of the PKS
platform by the PKS faction in the Lampung DPRD, focusing on their legislative,
budgetary, and oversight functions. This research employs Hans Dieter
Klingemann's theory of party functions, which encompasses ideological
consistency, programmatic coherence, responsiveness to public interests, and
public accountability.
A qualitative approach was used, with data collected through interviews and
documentation. Informants were selected using purposive sampling, and data
analysis involved data reduction, presentation, and conclusion.
The findings indicate that the implementation of the PKS platform is
significantly influenced by internal and external factors, including human
resources, political position, authority, and DPRD support. The study reveals that
the PKS faction demonstrates ideological consistency, moderate programmatic
coherence, responsiveness to constituents, and public accountability. However,
the implementation of the platform is hindered by the lack of planning and
evaluation. The PKS faction maintains intensive communication with constituents
and encourages public participation, while also promoting accountability among
its members.
