%X Pengadaan barang dan jasa berbasis elektronik merupakan inovasi untuk meningkatkan kualitas layanan pemerintah sesuai prinsip tata kelola yang baik. Badan Penelitian dan Pengembangan Daerah (Balitbangda) Provinsi Lampung telah menerapkan sistem ini sejak 2019. Namun, berdasarkan identifikasi permasalahan yang terdapat dalam dokumen Rencana Strategis 2019-2024, masih terdapat permasalahan prasarana dan sarana yang belum optimal dalam mendukung tugas pokok dan fungsi. Penelitian ini bertujuan menganalisis efektivitas pengadaan barang/jasa berbasis elektronik di Balitbangda Provinsi Lampung tahun 2023. Penelitian menggunakan metode deskriptif kualitatif dengan fokus pada tiga indikator efektivitas: pencapaian tujuan, integrasi, dan adaptasi. Data dikumpulkan melalui wawancara dan dokumentasi. Hasil penelitian menunjukkan pengadaan barang/jasa berbasis elektronik telah menjadi katalisator peningkatan efisiensi dan efektivitas proses pengadaan. Sistem pengadaan barang/jasa berbasis elektronik ini menunjukkan kemampuan adaptasi yang baik terhadap perubahan eksternal melalui peran strategis Pejabat Pembuat Komitmen dan dukungan yang memadai. Aspek integrasi menunjukkan keterhubungan baik antar komponen organisasi melalui komunikasi multi-saluran, koordinasi terstruktur, dan pemahaman bersama tentang tujuan sistem. Penelitian menyimpulkan bahwa pengadaan barang/jasa berbasis elektronik di Balitbangda Provinsi Lampung tahun 2023 telah berjalan efektif. Namun, untuk meningkatkan efektivitas lebih lanjut masih diperlukan penguatan kapasitas SDM melalui pelatihan komprehensif, desentralisasi pengetahuan dan tanggung jawab, peningkatan infrastruktur pendukung, penyempurnaan sistem pengadaan barang/jasa pemerintah berbasis elektronik ini untuk digitalisasi penuh, serta penguatan evaluasi yang melibatkan seluruh pemangku kepentingan.

Electronic procurement of goods and services is an innovation to improve the quality of government services in accordance with the principles of good governance. The Regional Research and Development Agency (Balitbangda) of Lampung Province has implemented this system since 2019. However, based on the identification of problems contained in the 2019-2024 Strategic Plan document, there are still problems with infrastructure and facilities that are not optimal in supporting the main tasks and functions. This study aims to analyze the effectiveness of electronic-based procurement of goods/services at the Balitbangda of Lampung Province in 2023. The study used a qualitative descriptive method with a focus on three indicators of effectiveness: achievement of goals, integration, and adaptation. Data were collected through interviews and documentation. The results of the study show that electronic-based procurement of goods/services has become a catalyst for increasing the efficiency and effectiveness of the procurement process. This electronic-based procurement system shows good adaptability to external changes through the strategic role of the Commitment Making Officer and adequate support. The integration aspect shows good connectivity between organizational components through multichannel communication, structured coordination, and a shared understanding of system objectives. The study concluded that electronic-based procurement of goods/services in Balitbangda Lampung Province in 2023 has been running effectively. However, to further increase effectiveness, it is still necessary to strengthen human resource capacity through comprehensive training, decentralization of knowledge and responsibility, improvement of supporting infrastructure, improvement of this electronic-based government procurement system for full digitalization, and strengthening of evaluation involving all stakeholders.
