%T KAJIAN KRIMINOLOGIS TERHADAP KEJAHATAN PENCURIAN BESI REL KERETA API DI WILAYAH LAMPUNG SELATAN (Studi Kasus di Polres Lampung Selatan)

%X Pencurian besi rel kereta api merupakan tindak pidana yang meresahkan masyarakat serta berdampak serius terhadap keselamatan transportasi dan kelancaran pelayanan publik. Pelaku kejahatan kerap memanfaatkan situasi dan lokasi yang minim pengawasan untuk menjalankan aksinya. Tidak hanya melanggar hukum, kejahatan ini juga menimbulkan risiko kecelakaan dan kerusakan infrastruktur yang dapat membahayakan nyawa manusia. Fenomena ini kian memprihatinkan karena sebagian pelaku berasal dari kalangan masyarakat
sendiri, yang dipengaruhi oleh faktor lingkungan, tekanan ekonomi, serta kurangnya pengawasan keluarga. Penelitian ini bertujuan untuk menganalisis faktor-faktor penyebab terjadinya pencurian besi rel kereta api di wilayah Lampung Selatan serta mengkaji berbagai upaya penanggulangan yang telah dilakukan. Penelitian ini menggunakan pendekatan empiris dengan metode pengumpulan data melalui studi kepustakaan dan wawancara. Narasumber terdiri dari pihak Satreskrim Polresta Lampung Selatan, pelaku tindak pidana, serta dosen dari Fakultas Hukum dan Fakultas Ilmu Sosial dan Ilmu Politik Universitas Lampung. Hasil penelitian menunjukkan bahwa penyebab utama kejahatan ini meliputi
kurangnya pengawasan dari keluarga, pengaruh lingkungan sosial yang kurang kondusif, tingginya tingkat kemiskinan dan pengangguran, serta kemudahan akses informasi tentang cara melakukan kejahatan melalui internet. Selain itu, faktor
sosial-ekonomi seperti kesulitan keuangan turut mendorong individu untuk melakukan tindakan ilegal. Kurangnya pemahaman mengenai aspek hukum dan dampak sosial dari tindakan tersebut juga menjadi pemicu meningkatnya kasus pencurian besi rel. Upaya penanggulangan dilakukan melalui tiga pendekatan. Pertama, pendekatan pre-emptif, yaitu pembinaan nilai dan norma oleh tokoh masyarakat, peningkatan pengawasan, serta edukasi hukum kepada masyarakat. Kedua, pendekatan preventif
melalui perlindungan infrastruktur, pengawasan intensif, dan sosialisasi mengenai bahaya dan konsekuensi hukum pencurian rel oleh pihak kepolisian. Ketiga, pendekatan represif melalui penegakan hukum yang tegas sesuai dengan peraturan
perundang-undangan yang berlaku. Penelitian ini menyarankan agar kerja sama antara aparat penegak hukum dan masyarakat terus ditingkatkan guna mencegah dan mengatasi kejahatan ini secara efektif.

Theft of railroad track iron is a crime that disturbs the community and has a serious impact on transportation safety and the smooth running of public services. Criminals often take advantage of situations and locations with minimal
supervision to carry out their actions. Not only does it violate the law, this crime also poses a risk of accidents and infrastructure damage that can endanger human
lives. This phenomenon is increasingly concerning because some of the perpetrators come from the community itself, who are influenced by environmental factors, economic pressures, and lack of family supervision. This study aims to analyze the factors causing the theft of railroad track iron in the
South Lampung area and to examine various mitigation efforts that have been made. This study uses an empirical approach with data collection methods through literature studies and interviews. The sources consisted of the Criminal Investigation Unit of the South Lampung Police, perpetrators of criminal acts, and lecturers from the Faculty of Law and the Faculty of Social and Political Sciences, University of Lampung. The results of the study show that the main causes of this crime include lack of supervision from the family, the influence of a less conducive social environment, high levels of poverty and unemployment, and easy access to information on how to commit crimes via the internet. In addition, socio-economic factors such as financial difficulties also encourage individuals to commit illegal acts. Lack of understanding of the legal aspects and social impacts of such acts also triggers the increase in cases of rail iron theft. The mitigation efforts are carried out through three approaches. First, a preemptive approach, namely the development of values and norms by community
leaders, increased supervision, and legal education to the community. Second, a preventive approach through infrastructure protection, intensive supervision, and
socialization regarding the dangers and legal consequences of rail theft by the police. Third, a repressive approach through strict law enforcement in accordance with applicable laws and regulations. This study recommends that cooperation
between law enforcement officers and the community continue to be improved in order to prevent and overcome this crime effectively.
