ALOKASI BELANJA MODAL DAN IMPLIKASINYA TERHADAP
KINERJA KEUANGAN PADA PEMERINTAH DAERAH
KABUPATEN/KOTA DI SUMATERAABSTRAK
Tujuan dari penelitian ini adalah untuk mengetahui bagaimana faktor-faktor
seperti PAD, dana perimbangan, pertumbuhan ekonomi, dan SiLPA
mempengaruhi alokasi belanja modal dan dampaknya terhadap kinerja keuangan
pemerintah daerah kabupaten/kota.
Metode pengambilan sampel yang digunakan dalam penelitian ini adalah metode
purposive sampling dan diperoleh sampel penelitian sebanyak 141 pemerintah
daerah kabupaten/kota di Sumatera selama periode 2009-2013. Hasil penelitian ini
menjelaskan bahwa secara simultan PAD, dana perimbangan, pertumbuhan
ekonomi dan SiLPA berpengaruh terhadap alokasi belanja modal. Secara
individual dana perimbangan dan SiLPA berpengaruh positif terhadap alokasi
belanja modal sedangkan PAD dan pertumbuhan ekonomi tidak berpengaruh
terhadap alokasi belanja modal. Alokasi belanja modal juga berpengaruh terhadap
kinerja keuangan pemerintah daerah kabupaten/kota di Sumatera.
Kata Kunci : Pendapatan asli daerah, dana perimbangan, pertumbuhan ekonomi,
alokasi belanja modal, kinerja keuangan.
ABSTRACT
This study aims to determine how factors such as PAD, intergovernmental
revenue, economic growth, and SiLPA influence the allocation of capital
expenditures and its impact on the financial performance of district/city’s
governments.
The sampling method used in this research is purposive sampling method and has
obtained samples about 141 local government districts/cities in Sumatera during
the 2009-2013 period. The results of this study explains that PAD,
intergovernmental revenue, economic growth and SiLPA simultaneously effect on
capital expenditures. Individually intergovernmental revenue and SiLPA have
positive effect on capital expenditures, while revenue and economic growth have
no effect on the allocation of capital expenditures. The allocation of capital
expenditures also effect on the financial performance of local government
districts/cities in Sumatra.
