ABSTRAK Pelaksanaan pengadaan tanah untuk kepentingan umum sejalan dengan UU No. 5 tahun 1960 tentang peraturan Dasar Pokok-Pokok Agraria, atas dasar tersebut pemerintah dapat mengambil tanah masyarakat, Saat ini pengadaan tanah untuk kepentingan umum diatur didalam Peraturan Presiden No. 71 Tahun 2012, Namun proyek pelebaran jalan persimpangan Soekarno-Hatta (Jalan Kimaja-Jalan Ratudibalau) yang luasnya kurang dari 1 hektar menggunakan Peraturan Badan Kepala Pertanahan No. 3 Tahun 2007 tentang pelaksanaan pengadaan tanah untuk kepentingan umum. Permasalahan dalam penelitian ini adalah (1) Bagaimana Pelaksanaan Pengadaan Tanah Untuk Kepentingan Pelebaran Persimpangan Jalan Soekarno Hatta di Kota Bandar Lampung ? (2) Apa Saja Faktor Penghambat dan Dampak Pelaksanaan Pengadaan Tanah Untuk Kepentingan Pelebaran Persimpangan Jalan Soekarno Hatta di Kota Bandar Lampung ? Metode penelitian yang digunakan adalah dengan menggunakan pendekatan normatif empiris dengan data yang bersumber dari data primer dan sekunder. Hasil penelitian menunjukan (1) Pelaksanaan pengadaan tanah untuk kepentingan pelebaran persimpangan Jalan Soekarno-Hatta di kota bandar lampung dilakukan dengan pelepasan hak atas tanah dengan ganti kerugian secara langsung serta dengan melalui beberapa tahapan seperti; penetapan lokasi, penyuluhan, penentuan batas, pengumuman hasil, musyawarah penetapan harga, pemberian ganti kerugian, pelepasan hak. (2) faktor penghambat pelaksanaan pengadaan tanah yaitu non teknis:surat bukti kepemilikan tidak lengkap dan Teknis:proses pengukuran lama.Dampak akibat pelaksanaan pengadaan tanah,dampak positif yaitu mengurangi kemacetan dan dampak negatif yaitu pengerjaan proyek pelebaran jalan yang lama. Kata kunci: Pelaksanaan, Pelebaran Jalan, Kepentingan Umum. Problems in this study were (1) How the Implementation of Land Acquisition for Cross Roads Widening Interests Soekarno Hatta in Bandar Lampung? (2) What are the Obstacles and Impact of the Implementation of Land Acquisition for Cross Roads Widening Interests Soekarno Hatta in Bandar Lampung? The method used is to use a normative approach with the empirical data derived from primary and secondary data. The results showed (1) The acquisition of land for the benefit of widening the intersection of Soekarno-Hatta street airport in the town of Lampung done with waiver of land with compensation directly as well as through several stages such as; determining the location, extension, demarcation, the announcement of the results, consensus pricing,awarding damages, a waiver. (2) factors inhibiting the implementation of land acquisition that is non-technical: proof of ownership is incomplete and Technical: old measurement process . The impact of measurement process as a result of the implementation of land acquisition, the positive impact of which is to reduce congestion and negative impacts that the road widening project is long.
