Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRAK Pada umumnya calon pasangan suami istri melangsungkan pernikahan di kediaman calon mempelai perempuan, tetapi karena berbagai faktor maka pernikahan dilaksanakan di KUA. Pernikahan di KUA diatur dalam Peraturan Pemerintah Nomor 48 Tahun 2014 tentang Perubahan Atas Peraturan Pemerintah Nomor 47 Tahun 2004 tentang Tarif Atas Jenis Penerimaan Negara Bukan Pajak Yang Berlaku pada Departemen Agama. Permasalahan penelitian ini adalah: (1) Bagaimanakah penerapan Peraturan Pemerintah Nomor 48 Tahun 2014 di KUA Kota Bandar Lampung? (2) Bagaimanakah implikasi penerapan Peraturan Pemerintah Nomor 48 Tahun 2014 terhadap peningkatan pelayanan di KUA Kota Bandar Lampung? Pendekatan masalah yang digunakan adalah yuridis normatif dan empiris. Pengumpulan data dilakukan dengan studi pustaka dan studi lapangan. Pengolahan data dilakukan dengan tahapan editing, klasifikasi dan sistematisasi data. Selanjutnya data dianalisis secara kualitatif. Hasil penelitian ini menunjukkan: (1) Penerapan Peraturan Pemerintah Nomor 48 Tahun 2014 di KUA Kota Bandar Lampung sudah berjalan baik, dengan memberlakukan biaya nikah rujuk di KUA pada hari dan jam kerja di kenakan biaya tarip Rp 0,- (nol rupiah), nikah di luar KUA dan atau di luar hari dan jam kerja di kenakan tarif Rp 600.000,- (enam Ratus Ribu Rupiah), bagi warga tidak mampu dan warga yang terkena bencana alam dikenakan tarif Rp 0 (nol rupiah) dengan melampirkan persyaratan keterangan dari lurah/kepala desa. (2) Implikasi penerapan Peraturan Pemerintah Nomor 48 Tahun 2014 terhadap peningkatan pelayanan di KAU Kota Bandar Lampung adalah memberikan kepastian hukum dan memberikan pelayanan kepada masyarakat kurang mampu untuk melaksanakan pernikahan di KUA, karena tidak dipungut biaya, meringankan beban ekonomi masyarakat yang ingin melangsungkan pernikahan serta mempercepat terbitnya buku nikah sebagai pelengkap dokumen catatan sipil bagi masyarakat. Saran dalam penelitian ini adalah: (1) Kantor Kementerian Agama Kota Bandar Lampung disarankan untuk menyebarluaskan upaya meningkatkan pelayanan pencatatan nikah atau rujuk (2) Kepala Kelurahan, Kasi Permas, Pegawai Pelayanan Pengantar Nikah, Penyuluh Agama Honorer dan Tokoh Masyarakat serta Masyarakat perlu mendapat Sosialisasi tentang PP Nomor 48 Tahun 2014. Marriage in Religious Affairs Office stipulated in Government Regulation No. 48 Year 2014 concerning Amendment to Government Regulation No. 47 Year 2004 regarding Tariff on Non-Tax Revenues Applicable in the Department of Religion. The problems of this study are: (1) How is the implementation of Government Regulation No. 48 of 2014 in the city of Bandar Lampung Religious Affairs Office? (2) How are the implications of the implementation of Government Regulation No. 48 Year 2014 on the improvement of services in the city of Bandar Lampung Religious Affairs Office? The approach used is a juridical problem normative and empirical. Data collected by library research and field study. Data processing is done by editing stages, classification and systematization of data. Furthermore, the data were analyzed qualitatively. The results showed: (1) Implementation of Government Regulation No. 48 of 2014 in Religious Affairs Office of Bandar Lampung has been running well, by imposing the cost of marriage refer at Religious Affairs Office on working days and hours of charge tariff Rp 0, - (zero dollars), a marriage KUA and beyond or outside working hours in wear rate of Rp 600,000, - (six Hundred Thousand), for the less fortunate and the citizens affected by natural disasters charged Rp 0 (zero rupiahs) by attaching the information requirements of village head. (2) The implications of the implementation of Government Regulation No. 48 Year 2014 on the improvement of services in the city of Bandar Lampung Religious Affairs Office is to provide legal certainty and give service to the community is less able to carry out a wedding at Religious Affairs Office, because it is free of charge, easing the economic burden people who want to get married and accelerate the publication of marriage as a complementary document to the public civil records. Suggestions in this study were: (1) The Office of Religious Affairs of Bandar Lampung is advisable to disseminate efforts to increase the marriage registration services or refer (2) Head of the village, Kasi Permas, Employee Services Introduction of Marriage, Religion Honorary Extension and Community Leaders and Community needs to get Socialization PP No. 48 of 2014.
