ABSTRACT THE IMPLEMENTATION OF NINE YEARS SCHOOL COMPULSORY PROGRAM (Case Study on Teluk Lampung Seaboard Society in Kecamatan Teluk Betung Barat Kota Bandar Lampung) Oleh Tetty Efriyanti Girsang The aim of this research were to describe and analise the implementation of nine years school compulsory program on Teluk Lampung seaboard society in Teluk Betung Barat Bandar Lampung. This research focused on five points, they are: 1) basic education of society, 2) educational facility and infrastructure, 3) the role of Unit Pelaksana Teknis (UPT) Dinas Pendidikan Kecamatan, 4) supporting factors, and 5) obstacles. This qualitative research applied case study design, while data collection was done through observation, documentation and interview. Data sources were the Head of Unit Pelaksana Teknis (UPT) Dinas Pendidikan Kecamatan Teluk Betung Barat, teacher supervisor, headmaster, teachers, students, student’s parents. And dropped-out students. Data checking was done through triangulation method, that is by comparing the result of observation, documentation and interview. The result of this research were: 1) Eventhough education is considered an important thing for the society, yet there were a lot of students of basic education age not going to school, 2) the educational facility and infrastructure for state schools had already met the minimum criterion of Peraturan Pemerintah No. 19 Tahun 2005 about National Standard of Education, meanwhile in private school the condition of facility and infrastructure was unequally the same, 3) Unit Pelaksana Teknis (UPT) Dinas Pendidikan Kecamatan played important role in giving supervision towards local schools, 4) supporting factors were BSM and BOM grant-in-aid directly given by the govenment and the major of Bandar Lampung, 5) some obstacles are the low standard of living and the need of class teacher, English teachers, Lampungnese teacher, religious education teacher and physical education teacher.
