ABSTRAK ANALISIS FAKTOR PENYEBAB KEGAGALAN KEBIJAKAN PENATAAN PEDAGANG KAKI LIMA PASAR INPRES SEKAYU KE PASAR TRADISIONAL RANDIK SEKAYU Oleh: SHEDY APRILIZA Kebijakan penataan pedagang kaki lima Pasar Inpres Sekayu ke Pasar Tradisional Randik Sekayu, yang didasarkan pada Rencana Kerja Dinas Koperasi, UMKM, dan Pengelolaan Pasar Kabupaten Musi Banyuasin mengalami kegagalan implementasi pada tahun 2014. Setelah sebelumnya pada tahun 2012 dan 2013 gagal diimplementasikan. Sehingga permasalahan kemacetan dan permasalahan Pasar Inpres Sekayu lainnya belum mampu untuk diselesaikan. Tujuan penelitian ini untuk mengetahui faktor penyebab kegagalan kebijakan penataan pedagang kaki lima Pasar Inpres Sekayu ke Pasar Tradisional Randik Sekayu, dengan menggunakan tipe penelitian kuasi kualitatif dan metode eksplanatif, serta teori kegagalan kebijakan Hogwood dan Gunn sebagai alat analisisnya. Sedangkan metode pengumpulan data pada penelitian ini, adalah wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan, bahwa faktor yang paling dominan menyebabkan terjadinya kegagalan kebijakan penataan pedagang kaki lima Pasar Inpres Sekayu ke Pasar Tradisional Randik Sekayu yaitu faktor kebijakan yang jelek, sebab tujuan kebijakan yang diwujudkan dalam implementasinya tidak diinginkan. Hal ini dikarenakan oleh biasnya kebijakan publik partisipatif yang ditunjukkan dengan minimnya peranan dan manfaat kebijakan yang diperoleh pihak PKL. Sehingga, muncul aksi penolakan dari para PKL yang didorong oleh beberapa faktor penolakan kebijakan. Terutama berupa rasa khawatir pada dampak ekonomis yang ditimbulkan dari perubahan akibat kebijakan dan beberapa faktor lainnya, seperti kebijakan yang bertentangan dengan sistem nilai yang mengada, tidak adanya kepastian hukum, adanya konsep ketidakpatuhan selektif terhadap hukum, dan beberapa faktor penolakan bersifat psikologis dari pihak PKL. Kata kunci: kegagalan kebijakan, implementasi kebijakan, penataan pedagang kaki lima ABSTRACT AN ANALISYS OF THE FACTOR THAT CAUSE A FAILURE STREET VENDOR ARRANGEMENT POLICY AT SEKAYU INPRES MARKET TO RANDIK SEKAYU TRADITIONAL MARKET By : SHEDY APRILIZA Arrangement policy of Sekayu Inpres Market street vendor to Randik Sekayu Traditional Market, which is based on the Work Plan of Department Cooperatives, Small-Medium Enterprises, and Market Management in Musi Banyuasin Regency had failed to be implemented in 2014. After previously in 2012 and 2013 failed to be implemented. So it make congestion problems, and other problem of Sekayu Inpres Market have not been able to be resolved. The purpose of this research are to determine the cause of failure factors street vendor arrangement policy at Sekayu Inpres Market to Randik Sekayu Traditional Market, with using quasi-qualitative and explanative method as the type of the research, and also policy failure theory of Hogwood and Gunn as an analytical tool. Whilst the data collection methods in this research, are interviews, observation, and study document. The results of research showed, a factor that is tend to be cause a failure arrangement policies of Sekayu Inpres Market street vendor to Randik Sekayu Tradisional Market, is bad policy because the purpose of policy that have occurred while the implementation is undesirable. It is because of participatory public policy deviation in the policy implementation, that showed by lack of the role and policy benefits obtained the street vendors. That is why the rejection action was appeared from the street vendors, which is pushed by several factors of policy rejection. Especially in the form of apprehension on the impact of economical caused by the alteration due to policy, and several another factors, such as a policy that incompatible with existing value system, lack of legal certainty, non-compliance selective concept with laws, and several Psychological rejection factors from the street vendors.
