Abstrak

ABSTRAK MANAJEMEN PENDIDIKAN ANAK BERKEBUTUHAN KHUSUS (ABK) (Studi Multi Situs Di SMPN 9 dan SMPN 10 Metro) Oleh HERNANI Tujuan penelitian ini untuk menganalisis implementasi Manajemen Pendidikan Anak Berkebutuhan Khusus (ABK) di SMPN 9 dan SMPN 10 Metro, meliputi: 1) Perencanaan pendidikan, 2) Pelaksanaan pendidikan, 3) Evaluasi pendidikan, 4) Faktor-faktor pendukung dan penghambat manajemen pendidikan anak berkebutuhan khusus di SMPN 9 dan SMPN 10 Metro. Penelitian ini menggunakan pendekatan kualitatif dengan rancangan studi multi situs. Data penelitian diperoleh dari Kepala Dinas, Pengawas Sekolah, Kepala Sekolah SMPN 9 dan SMPN 10 Metro, guru pembimbing khusus, guru, komite sekolah, orang tua siswa, dan siswa dengan jumlah informan 21 orang. Teknik pengumpulan data dilakukan dengan cara: (1) wawancara, (2) observasi partisipan, dan (3) studi dokumentasi. Hasil penelitian manajemen pendidikan anak berkebutuhan khusus di SMPN 9 dan SMPN 10 Metro yang saat ini sudah berjalan sesuai dengan peraturan adalah kurikulum yang digunakan oleh SMPN 9 dan SMPN 10 Metro sama dengan sekolah reguler lainnya. Walaupun menggunakan kurikulum sekolah reguler, guru yang mengajar di kelas inklusi hendaknya membuat rancangan program pembelajaran yang sesuai dengan karakteristik dan kebutuhan setiap peserta didik. Jika diperlukan, anak berkebutuhan khusus membutuhkan perlakuan tersendiri yang disesuaikan dengan kondisi dan kebutuhannya. Peserta didik berkebutuhan khusus mengikuti penilaian untuk program inklusi yang disesuaikan dengan kemampuan peserta didik. Faktor pendukung pelaksanaan pendidikan anak berkebutuhan khusus di SMPN 9 dan SMPN 10 Metro adalah sekolah masih melaksanakan program pendidikan inklusi, terdapat siswa berkebutuhan khusus di sekolah, bantuan dana dari pemerintah pusat, guru-guru konsisten melaksanakan tugas dan fungsinya, tersedia media belajar yang memadai, komunikasi dengan orang tua cukup baik. Sedangkan faktor penghambatnya adalah kurangnya guru pembimbing khusus, guru belum pernah mengikuti pelatihan, masih ada orang tua kurang perduli terhadap program pendidikan inklusi, media belajar yang masih kurang. Kata Kunci: Manajemen Pendidikan, Anak Berkebutuhan Khusus, Sekolah Menengah Pertama ABSTRACT EDUCATIONAL MANAGEMENT OF CHILDREN WITH SPECIAL NEEDS (A Multi Site Study In SMPN 9 and SMPN 10 Metro) By HERNANI The aim of the research was to analyze the implementation of education management of children with special needs in SMPN 9 and SMPN 10 Metro include: 1) Education planning, 2) Implementation of education, 3) Evaluation of education, 4) Supporting and inhibiting factors from educational management of children with special needs in SMPN 9 and SMPN 10 Metro. This research used a qualitative approach with multi site study design. The data source is the Head of Personnel Department of Primary Education, Supervisors, the Principals of SMPN 9 and SMPN 10 Metro, special teachers for students with special needs, teachers, committee, parents, and also students by the number of informants 21 people. Collection data technique is done by: (1) interview, (2) participant observation, and (3) documentation study. The result of this research is currently running in accordance with the regulations is the the curriculum used is the standard national curriculum. Although it used regular curriculum, teachers should make the design of learning program which is suitable with the characteristic and needs of students with special needs. The students with special needs also follow the assesment for inclusion program. Factors supporting the implementation of education for children with special needs in SMPN 9 and SMPN 10 Metro is implementing inclusive education programs, there is a student with special needs in schools, funding from central government, the teachers consistently perform their duties and functions, provided adequate learning media, communication with parents is good. While inhibiting factor is that the lack of shadow teachers, teachers have not been trained, there is less parental care towards inclusive education programs, learning media is still lacking.
