Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Desentralisasi pendidikan dimulai dengan diberlakukannya Undang-Undang Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional. Desentralisasi pendidikan memberikan kewenangan kepada sekolah yang dikenal dengan otonomi pendidikan atau sekolah, yang hakekatnya berkorelasi positif terhadap peningkatan mutu lulusan lembaga pendidikan dan efesiensi pengelolaan pendidikan. Desentralisasi pendidikan di pertegas kembali dalam Undang-Undang Nomor 23 Tahun 2014. Pelaksanaan pendidikan merupakan tanggung jawab bersama antara keluarga, masyarakat dan pemerintah. Akan tetapi dalam praktikannya lebih didominasi pihak pemerintah. Selain itu, permasalahan lain yang dihadapi oleh dua (2) Sekolah Menengah Pertama di Kabupaten Lampung Tengah ialah masih rendahnya mutu pendidikan seperti: tenaga kependidikan, fasilitas, manajemen, proses pembelajaran dan prestasi siswa. Berkaitan dengan hal tersebut, permasalahan dalam penelitian ini adalah: (1) Bagaimanakah pelaksanaan Desentralisasi Pendidikan pada tingkat Sekolah Menengah Pertama di Kabupaten Lampung Tengah? (2) Bagaimanakah faktor penghambat Desentralisasi Pendidikan pada tingkat Sekolah Menengah Pertama di Kabupaten Lampung Tengah? Penelitian ini adalah penelitian hukum normatif-empiris dengan tipe penelitian deskriptif. Data yang digunakan ialah data primer dan data sekunder, yaitu melalui wawancara dan mengumpulkan bahan hukum primer, sekunder, dan tersier. Pengumpulan data melalui studi pustaka dan studi lapangan, dikelola dengan cara pemeriksaan data, klasifikasi data, sistemasi data, dan dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa pelaksanaan desentralisasi pendidikan pada tingkat SMP di Kabupaten Lampung Tengah masih dapat dikatakan tidak sesuai dengan aturan yang ada, meskipun mendapat bantuan dari program Pemerintah Daerah yaitu berupa Bantuan Operasional Sekolah (BOS). Namun, tidak jarang dana tersebut dipergunakan untuk pembiayaan tenaga honorer yang bekerjasama dengan komite sekolah, dimana komite sekolah yang dibentuk belum sepenuhnya menjalankan tugas dan haknya, karena hanya sebatas formalitas belaka. Maka dari itu, sebaiknya di lakukan upaya koordinasi yang intensif antar instansi terkait seperti BSNP, LPMP, Pengawas, dan Dinas Pendidikan, serta peran serta masyarakat. Faktor penghambatnya yaitu, tidak adanya tujuan pendidikan yang jelas sebelum pembelajaran dilaksanakan. Kata Kunci: Desentralisasi, Pendidikan, Sekolah Menengah Pertama. THE IMPLEMANTATION OF EDUCATION DECENTRALIZATION IN LEVEL OF JUNIOR HIGH SCHOOL AT THE CENTRAL LAMPUNG REGENCY Education decentralization was established since the application of No. 20 constitution in 2003 related to the national education system. It gives special authority to the school which then well-known as education autonomy or school autonomy which positively correlated to the quality of institution graduates and the efficiency of education management. This decentralization is re-underlined in the No. 23 constitution in 2014. The application is a total responsibility of family, society and government. Yet, it is practically dominated by the government. Besides, there also some complication that the regency has to face. There are teachers, facility, management, learning process and students achievement. Related to above problem, this research will be about first how does this decentralization at the level of junior high school in the regency of Central Lampung? Second, what are factors that obstruct the decentralization at the level of junior high school in the regency of Central Lampung? This research is an law normative-empiric research with descriptive type. Data provided is primary and secondary data which collected by interview and law primary, secondary and tertiary data collection. Data collection is obtained by literature review and field study, managed by data checking, data classification, data systematization and analyzed qualitatively. The result shows a low quality decentralization application in the level of junior high school in the regency of Central Lampung although it has been supported by the government through School Operational Supports (BOS). Yet, this supports is frequently used to cover the honorary teacher resource which collaborated with the school council which formed as part of formality and has not optimally functioned. Conerning above problem, it is suggested that institution of the authority like BSNP, LPMP, Supervisor and Bureau of Education totally supported by the society may coordinate each and other for intensive collaboration. Another obstacle is, there’s no clear objectives before learning is applied. Keyword: Decentralization, Education, Junior High School
