Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Good University Governance merupakan turunan dari konsep yang lebih umum yaitu Good Governance. Dalam Good University Governance, konsep ini menekankan akan kesinergisan dalam mengelola perguruan tinggi antara universitas, mahasiswa, dan masyarakat. Untuk itu Good University Governance juga diterapkan pada Perguruan Tinggi Negeri Universitas Lampung (UNILA), karena sesuai dengan Visi UNILA yaitu “Pada Tahun 2025 UNILA Menjadi Perguruan Tinggi 10 Terbaik di Indonesia”. Misi UNILA dalam RPJP 2005-2025 salah satunya adalah “Mewujudkan tata pamong organisasi UNILA yang baik (Good University Governance)”. Rumusan masalah dalam penelitian ini adalah bagaimana penerapan Good University Governance yang meliputi prinsip transparansi, prinsip akuntabilitas, dan prinsip responsifitas. Kemudian apa saja kendala dalam penerapan prinsip Good University Governance di UNILA. Metode dalam penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan prinsip transparansi sudah dijalankan dengan adanya pusat informasi, namun pusat informasi tersebut tidak dapat sepenuhnya memberikan informasi khusunya informasi keuangan kepada publik. UNILA juga telah menerapkan prinsip akuntabilitas dengan adanya Laporan Akuntabilitas Kinerja Institusi Pemerintah (LAKIP), namun belum ada bentuk pertanggungjawaban laporan keuangan kepada masyarakat. Sementara itu untuk prinsip responsifitas sudah diterapkan UNILA dengan baik. Hal ini dapat dilihat dari kepekaan UNILA dalam mengakomodir dan memenuhi kebutuhan masyarakat dari berbagai fenomena yang ada. Sedangkan yang menjadi kendala dalam penerapan Good University Governance yaitu kendala sumber daya manusia (SDM) dan kendala finansial. Kata kunci: Good University Governance, Prinsip Transparansi, Prinsip Akuntabilitas, Prinsip Responsifitas ABSTRACT THE APPLICATION OF GOOD UNIVERSITY GOVERNANCE IN ACHIEVING 10 BEST UNIVERSITIES IN THE YEAR 2025 (Case Study for Government University of Lampung) Good University Governance derived from more general concept of Good Governance. In Good University Governance, this concept emphasizes on the synergy in managing university with the students and society. For that reason, Good University Governance is also applied in Government University of Lampung (UNILA) because it is in line with The Vision of UNILA, that is ”In the year 2025 UNILA will become 10 best universities in Indonesia”. One of UNILA Mission in RPJP 2005-2025 is that “To bring into reality UNILA (Good University Governance)”. The formulation of problem in this research is that how to apply Good University Governance covering the principle of transparency, accountability, and responsiveness. Then, whatever the obstacles in applying the principle of Good University Governance in UNILA. The method used in this research is qualitative approach. Data collecting technique is done through observation, interview, and documentation. The result of research shows that the application of transparency principle has been done by the existence of information centre, but it can not fully give the information, especially, financial information to public. UNILA has also applied the principle of accountability by having the report of government institution performance of accountability (LAKIP), but it has not covered in the report of financial responsibility to the society yet. Meanwhile, UNILA has applied the principle of responsiveness well. It can be seen from the sensitiveness of UNILA in accommodating and fulfilling the society need from any phenomena. while, the obstacle in applying Good University Governance is that the human resources and financial obstacle.
