Abstract
Penelitian ini bertujuan untuk mendeskripsikan faktor-faktor yang menghambat pengoptimalisasian pemungutan retribusi terminal dan mendeskripsikan cara mengoptimalkan pemungutan retribusi terminal di Dinas Perhubungan, Komunikasi dan Informatika Kota Metro. Metode pemecahan masalah yang digunakan dalam penelitian ini adalah metode kualitatif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi (data sekunder). Hasil penelitian ini menunjukkan bahwa pemungutan retribusi terminal di Kota Metro yang ditangani oleh Dinas Perhubungan dan Infokom Kota Metro belum optimal, karena ada beberapa hambatan yang dihadapi dalam pemungutan retribusi terminal yaitu empat fungsi manajemen yang belum dilaksanakan dengan baik, kondisi sarana dan prasarana, peminat untuk kendaraan umum di Kota Metro mulai menurun. Namun seharusnya dengan adanya hambatan tersebut pihak Dinas Perhubungan dan Infokom Kota Metro untuk terus mencari solusi yang tepat dan efektif agar pemungutan retribusi terminal di Kota Metro dapat optimal. Kata kunci: Optimalisasi, Optimal, Pemungutan, Retribusi, Retribusi Terminal ABSTRAK BAHASA INGGRIS This research is intended to describe the factors that impede the optimized collection of bus station charges and describe how to optimize the collection of bus station charges at the Departement of Transportation, Communication and Informatics of Metro City. The research methods used in this study is a qualitative method of data collection technique through interview, observation and documentation (secondary data). The results of this study indicates that the fee collection in bus stations in Metro City are handled by the Department of Transportation, Communication and Informatics of Metro City is not optimal. It is because there are some obstacles encountered in the collection of bus station charges: four function of management has not done well, the condition facilities and infrastructure and the commuters of public transport in Metro City began to decline.Yet this obstacles shouldn’t be reason for the Department of Transportation, Communication and Informatics of Metro City to not continue to seek the appropopriate and effective solutions so that the collection of bus station charges in Metro City can be optimized.
