Implementation of education and training of Civil Servants is orientated to increase the knowledge, skills, attitudes and behaviors that Civil Servants in accordance with the competencies required in their positions, both in structural and functional lines. Center research studies analyzed is "How the Relations Education and Leadership Training with Competency Human Resources (HR) District Government Apparatus Pesawaran?” The purpose of this study is look at the relationship of education and leadership training with the competency of Human Resources District Government Apparatus Pesawaran. The method used in this research is a quantitative method, supported by qualitative analysis. Data collection techniques used are primary data and secondary data. Data analysis techniques used are testing the validity, reliability and Spearman's Rho Correlation, and using analysis of a single table that contains the frequency and percentage of district government apparatus response following Pesawaran Diklatpim of competence. Location of research carried out in the Government District with a population Pesawaran qualified as many as 676 of the Group IV and Group IV in 1189. Sample selected for the Group IV was 34 and Group III was 61, so the total sample of 95 people. Based on calculations, the value of rs can be counted 0.501 (Sig.0, 000), while the value of rs-table determination of 0.202 at 95% confidence level and N = 95, which means that Ho is rejected and Ha accepted. This means that there is a significant relationship between education and leadership training to the competency of human resources of local government officials Pesawaran District. This condition indicates that the statement of the hypothesis proposed in the introductory chapter is to be accepted. Diklatpim implementers must have the competency standards required position as a professional education and training providers include the ability to prepare, coordinate, implement and set up training facilities and infrastructure, can communicate effectively, be working together in teams, work ethic and providing excellent service and are able to report results Training implementation.
