Abstract
ABSTRAK DIPLOMASI MUHAMMADIYAH DI TENGAH PUSARAN KONFLIK MINDANAO FILIPINA SELATAN Oleh FADRI ARI SANDI Konflik Mindanao Filipina Selatan merupakan konflik internal yang terjadi antara Pemerintah Pusat (Pemerintah Filipina) dan daerahnya (Bangsa Moro di Mindanao). Keterlibatan Muhammadiyah dalam International Contact Group (ICG) untuk meresolusi konflik Mindanao Filipina Selatan dilakukan dengan berdiplomasi. Langkah diplomasi Muhammadiyah tersebut telah berhasil menghantarkan pihak-pihak yang berkonflik pada kesepakatan damai framework of agreement 2012. Penelitian ini bertujuan untuk: (a) Mendeskripsikan kronologi terjadinya konflik di Mindanao; (b) Mendeskripsikan dan menganalisis langkah diplomasi Muhammadiyah; (c) Mendeskripsikan dan menganalisis problematika diplomasi Muhammadiyah. Metode penelitian yang digunakan adalah tipe penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan wawancara, studi dokumentasi, dan studi pustaka. Hasil penelitian ini: (1) Kronologi konflik Mindanao dibagi kedalam; sejarah konflik, internasionalisasi konflik, kegagalan penyelesaian konflik, keterlibatan ICG, dan hingga tercapainya framework of agreement 2012. (2) Diplomasi Muhammadiyah berhasil mencapai framework of agreement 2012 melalui langkah-langkah; menciptakan kepercayaan bersama, berupaya untuk mencari kejelasan masalah, menciptakan saling pengertian, mendorong para pihak untuk menyusun dan menyepakati prioritas urutan masalah dan memahami tingkat krusialitasnya, dan berupaya untuk melaksanakan penyelesaian masalah. (3) Problematika diplomasi Muhammadiyah, yaitu; kompleksitas kepentingan setiap aktor, problem otoritas, belum terbentuknya perwakilan Muhammadiyah, dan keterbatasan kapasitas finansial. Kata kunci: Konflik Internal, Resolusi Konflik, Langkah Diplomasi ABSTRACT MUHAMMADIYAH DIPLOMACY IN CENTRAL VORTEX MINDANAO CONFLICT SOUTHERN PHILIPPINES By FADRI ARI SANDI Mindanao conflict in Southern Philippines is an internal conflict between the central government (Philippines’s Government) and the region (Bangsa Moro in Mindanao). Muhammadiyah’s involvement in the International Contact Group (ICG) for the Mindanao conflict in Southern Philippines in order to build peace is done by diplomacy. Muhammadiyah diplomacy has been succeeded in delivering the conflicting parties in the peace deal, named a framework of agreement 2012. This study aims to: (a) Describe the chronology of conflict in Mindanao; (b) Describe and analyze the Muhammadiyah diplomacy; (c) Describe and analyze the Muhammadiyah problems of diplomacy. The research method used is a descriptive study with a qualitative approach. Collecting data was through interviews, documentary studies, and literature. The results of this study: (1) The chronology is divided into the Mindanao conflict; history of conflict, internationalization of the conflict, conflict resolution failure, ICG involvement, and to achieve a framework of agreement 2012 (2) Muhammadiyah diplomacy managed to reach a framework agreement 2012 through the steps; creating mutual confidence, seeks to clarify the problem, creating a mutual understanding, to encourage the parties to formulate and agree on the priority order of the problem and understand the level of necessary, and seeks to implement the resolution. (3) Problems of Muhammadiyah diplomacy, namely; complexity of the interests of each actor, authority problems, the lack of a representative of the Muhammadiyah, and limited financial capacity.
