Abstract
Indonesia merupakan negara demokrasi. Untuk mewujudkan suatu pemerintahan yang demokrasi maka pemilihan umum merupakan sarana bagi rakyat untuk menyatakan kedaulatannya. Dengan adanya Undang-Undang No. 32 tahun 2004 Tentang Pemerintahan Daerah, maka pemerintah pusat telah menyerahkan wewenang kepada pemerintah daerah untuk mengatur dan mengurus urusan pemerintahan daerahnya. Dengan begitu, maka dibentuklah Dewan Perwakilan Rakyat Daerah (DPRD) sebagai badan legislatif daerah dan Pemerintah Daerah sebagai badan eksekutif. Oleh karena itu, keduanya memiliki andil yang besar untuk menjalankan roda pemerintahan, termasuk mengatasi fenomena dan permasalahan mengenai tertundanya proses pembangunan Pasar Smep yang dilakukan oleh Pemerintah Kota Bandar Lampung. Tujuan dari penelitian ini adalah untuk mengetahui pelaksanaan fungsi pengawasan DPRD Kota Bandar Lampung dalam proses pembangunan Pasar Smep. Metode yang digunakan adalah metode penelitian deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan teknik wawancara serta dengan teknik observasi dan dokumentasi. Teknik pengolahan data menggunakan tahap pemeriksaan data atau editing dan interprestasi data. Teknik analisis data menggunakan tahap reduksi data, penyajian data, dan pengambilan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa DPRD Kota Bandar Lampung telah melakukan fungsi pengawasannya sesuai dengan ketetapan Undang-Undang No 32 Tahun 2004 Tentang Pemerintahan Daerah Pasal 42 ayat 1 (c) tentang tugas dan wewenang DPRD yaitu melaksanakan pengawasan terhadap pelaksanaan kebijakan pemerintah daerah dalam melaksanakan program pembangunan daerah. Abstract bahasa inggris Indonesia is a democratic country. To bring Indonesia into a democratic government, therefore general election becomes a medium for the people to declare sovereignty. By the presence of constitution No. 32 year 2004 concerning Regional Government, therefore central government has been delegating authority to Local Goverment to regulate and to govern its regional affairs. Thereby, then instituted The Regional House of Representative (DPRD) as the legislative body and Local Government as the executive body. Both are equal in position and cooperative each other. It is stated in constitution No. 32 year 2004 article 19 paragraph 2, stating that the executors of Local Government are the Local Government itself and legislators (DPRD). Therefore, both have a massive power to run government, including overcoming phenomenon and problems in developing SMEP Market which is undertaken by the government of Bandar Lampung. The purpose of this research is to know the implementation of monitoring function by The Regional House of Representative of Bandar Lampung (DPRD) toward the process of SMEP’s Market development. The method applied in this research is descriptive qualitative method with qualitative approach. Data collecting technique is conducted by technique of interviewing, technique of observation and technique of documentation. Data processing technique is conducted by doing some stages including examining or editing data and interpreting data. Meanwhile, data analyzing technique in this research applies some stages including reduction stage, presenting stage and drawing conclusion. The result of this research points out that The House of Representative of Bandar Lampung (DPRD) has performed monitoring function accordingly to constitution No. 32 year 2004 about Local Government, article 42, paragraph 2, concerning the duties and authorities of The Regional House of Representative (DPRD) that is to perform monitoring function toward the execution of local government’s policy in performing regional development program, and article 45 (e) concerning The Regional House of Representative’s obligation, that is to absorb, relocate, gather and follow up people’s aspirations.
