Abstrak

Implementation of the Government can be run either if supported by resource development of the apparatus based on competency. This is necessary because the apparatus are the major driver of activity in the wheels of government. Implementation of development apparatus resource in Badan Kepegawaian, Pendidikan dan Latihan of South Lampung District is researched using a type of qualitative research through three indicators such of job analysis program, education and training, and apparatus commitments. The result shows that “the right man on the right place” in Badan Kepegawaian, Pendidikan Dan Latihan of South Lampung District has not created, because there are some apparatus who occupy a position of structural position that is less in accordance with the educational backgrounds that they have. This was due to the job analysis program there is no test of competence, only based on Daftar Urut Kepangkatan (DUK) and BAPERJAKAT consideration. In addition, education and training of apparatus is still constrained budget problems and unavailability teaching staff, while the apparatus commitment to loyalty to the institution has been good enough. However, commitment is basically attached to the personal self of apparatus and can’t be enforced. Therefore, the expected development of the apparatus implemented with the principles of professionalism through “Fit and Proper Test“ based on competency as well as with job analysis program, education and training, and commitments between apparatus with the institution, in order to cretaed a match between the job that will be filled by a apparatus ability, so that the workload on institutions can be resolved properly. Key Words : Apparatus Development, Competency, Job Analysis, Education and Training, Commitment. Penyelenggaraan pemerintahan dapat berjalan baik bila didukung dengan pengembangan sumber daya aparatur berbasis kompetensi. Hal ini dilakukan karena aparatur adalah penggerak utama aktivitas dalam roda pemerintahan. Implementasi pengembangan sumber daya aparatur daerah berbasis kompetensi pada Badan Kepegawaian, Pendidikan dan Latihan Kabupaten Lampung Selatan ini diteliti menggunakan tipe penelitian kualitatif melalui tiga indikator yaitu program analisis jabatan, pendidikan dan pelatihan, dan komitmen aparatur. Hasil penelitian menunjukkan bahwa “the right man on the right place” pada Badan Kepegawaian, Pendidikan dan Latihan Kabupaten Lampung Selatan belum tercipta, karena terdapat beberapa aparatur yang menempati suatu posisi jabatan struktural yang kurang sesuai dengan latar belakang pendidikannya. Pada program analisis jabatan tidak terdapat uji kompetensi, hanya didasarkan pada Daftar Urut Kepangkatan (DUK) serta pertimbangan BAPERJAKAT. Selain itu, pendidikan dan pelatihan aparatur berbasis kompetensi masih terkendala masalah anggaran dan ketidaktersediaan tenaga pengajar, sedangkan komitmen aparatur untuk loyalitas kepada instansi sudah cukup baik. Namun, komitmen merupakan hal yang melekat pada diri pribadi aparatur dan tidak dapat dipaksakan. Oleh sebab itu, diharapkan pengembangan aparatur dilaksanakan dengan prinsip profesionalisme melalui “Fit and Proper Test“ yang berbasis kompetensi baik dari program analisis jabatan, pendidikan dan pelatihan, maupun komitmen bersama antara aparatur dengan instansinya, agar tercipta kesesuaian antara jabatan yang akan diisi dengan kemampuan aparatur, sehingga beban kerja pada instansi dapat terselesaikan dengan baik. Kata Kunci : Pengembangan Aparatur, Kompetensi, Analisis Jabatan, Pendidikan dan Pelatihan, Komitmen.
