Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
The policy of rebuilding and redesigning Smep Market is one of way to actualize the modern vision of Bandar Lampung city. That policy gives implication toward relocation of Smep market trader to temporary location. In the implementation of this relocation, there are some problems; that is protesting of demolition the trader places, rejecting from the trader itself, and burdening of relocation temporary system . The purpose of this research are to analyze how is the implementation process of relocation Smep market trader and to analyze the obstacles in implementing relocation the Smep market trader temporary. And the method that used in this research is descriptive research with qualitative approach. The result of this research showed that the implementing of relocation the Smep market trader is still not effective. It can be seen from: (1) Goverment has limited in providing place to relocate the trader temporary (2) There is rejection from some trader in relation with building right (3) System that used in dividing the temporary location is not enough good (4) The minimum cost of developer side. This research has some recomendation, that is: (1) The system of dividing temporary location should be considered in all trader. If all trader has already get new place, after that the trader that want to have more than one place can get the place (2) Determining of developer side must be selectived in choosing the bonafide developer (3) Goverment must act clearly to developer side because until now the construction of Smep market is not implementing yet (4) For some developer side must be prepared all source, especially estimate cost so that the contruction can implement agrre with the schedule. Keyword: Policy Implementation, Trader Relocation. Kebijakan pembangunan dan penataan kembali Pasar Smep merupakan salah satu langkah untuk mewujudkan visi Kota Bandar Lampung yang modern. Adanya kebijakan tersebut berimplikasi kepada direlokasinya pedagang Pasar Smep ke tempat penampungan sementara. Dalam pelaksanaan relokasi ini terdapat beberapa masalah diantaranya pembongkaran lapak yang menimbulkan protes, penolakan dari pedagang sendiri serta sistem pembagian tempat penampungan sementara yang dinilai membebani pedagang. Penelitian ini bertujuan untuk menganalisis bagaimana proses pelaksanaan relokasi sementara pedagang Pasar Smep serta menganalisis hambatan- hambatan dalam implementasi relokasi sementara pedagang Pasar Smep. Adapun metode penelitian yang digunakan adalah tipe penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa pelaksanaan relokasi sementara pedagang Pasar Smep masih kurang efektif. Hal ini dilihat dari (1) pemerintah memiliki keterbatasan dalam penyediaan lahan untuk relokasi sementara pedagang; (2) adanya penolakan dari beberapa pedagang terkait hak guna bangunan; (3) sistem yang diberlakukan dalam pembagian tempat penampungan sementara belum cukup baik; (4) keterbatasan anggaran yang dimiliki oleh pihak pengembang. Penelitian ini merekomendasikan beberapa hal yakni: (1) sistem pembagian tempat penampungan sementara sebaiknya lebih mengutamakan semua pedagang. Setelah semua pedagang sudah mendapatkan kios maka diperbolehkan bagi pedagang yang ingin menambah kios; (2) penentuan pihak pengembang harus lebih selektif sebaiknya memilih pengembang yang bonafit; (3) pemerintah harus tegas dengan pihak pengembang karena sampai saat ini pembangunan Pasar Smep belum juga terlaksana; (4) bagi pihak pengembang sebaiknya sudah mempersiapkan segala sumber daya khususnya sumber daya anggaran sehingga pembangunan bisa terlaksana sesuai rencana. Kata kunci: Implementasi kebijakan, Relokasi pedagang.
