Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Mayor Regulation No. 94 Year 2011 (About The Procedures Implementation of Levies Motor Vehicles Testing) estabilished by the Government of Bandar Lampung as procedures of levies motor vehicles testing. The expected impact is increasing local revenue which comes from that levies. But the implementation is not going well, it has proven by the us reached target, the low of socialization, and the extortion. The implementation done by technical unit for the motor vehicle testing (UPT PKB). This research used the descriptive qualitative research approach type, with data collection techniques used interview, documentation, and observation. The location of this research was at UPT PKB. The focus of this research comes from the implementation model by George C. Edward III : communication, resourches, disposition, and bureaucratic structures. The results of the research showed that the implementation of The Mayor Regulation Number 94 Year 2011 (About The Procedures Implementation of Levies Motor Vehicles Testing), communication has not going well, the minim number and skill of human resources, inadequate facilities, and violations by officers. The conclusion is The Mayor Regulation No.94 Year 2011 (About The Procedures Implementation of Levies Motor Vehicles Testing) does not run well. For the future implementation, researcher advised that : coordination with the other region related to the motor vehicle with Bandar Lampung plate, submit the budget for the training of education officers, give has punishment for officers who commit violations, and controlling on vehicles that are not road worthy. Keywords: Implementation of Policy, Mayor Regulation No. 94 Year 2011 Peraturan Walikota Nomor 94 Tahun 2011 (Tentang Tata Cara Pelaksanaan Pemungutan Retribusi Pengujian Kendaraan Bermotor) ditetapkan oleh Pemerintah Kota Bandar Lampung sebagai tata cara pemungutan retribusi pengujian kendaraan bermotor. Implikasi yang diharapkan adalah meningkatnya pendapatan asli daerah yang berasal dari retribusi tersebut. Tetapi dalam implementasinya masih berjalan kurang baik, terbukti dengan belum tercapainya target retribusi, masih minimnya sosialisasi, dan masih sering terjadi pungutan liar. Pelaksanaannya dilakukan oleh Unit Pelaksana Teknis Pengujian Kendaraan bermotor (UPT PKB). Penelitian ini menggunakan pendekatan penelitian kualitatif bertipe deskriptif, dengan teknik pengumpulan data seperti : teknik wawancara, dokumentasi, dan observasi. Lokasi penelitian ini terdapat pada Unit Pelaksana Teknis Pengujian Kendaraan Bermotor (UPT PKB). Fokus penelitian diambil dari Model Implementasi George C. Edward III, yaitu : komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa dalam implementasi Peraturan Walikota Nomor 94 Tahun 2011 (Tentang Tata Cara Pemungutan Retribusi Pengujian Kendaraan Bermotor), komunikasi belum berjalan baik, sumber daya manusia yang minim secara jumlah dan kecakapan, fasilitas tidak memadai, dan adanya pelanggaran petugas. Kesimpulannya adalah Implementasi Peraturan Walikota Nomor 94 Tahun 2011 (Tentang Tata Cara Pelaksanaan Pemungutan Retribusi Pengujian Kendaraan Bermotor) berjalan kurang baik. Untuk pelaksanaan akan datang, peneliti memberikan saran yaitu : berkoordinasi dengan Pemerintah Kota 2 terkait target, berkoordinasi dengan daerah lain terkait kendaraan bermotor berplat Kota Bandar Lampung yang berada di daerah tersebut, mengajukan anggaran pendidikan pelatihan bagi para petugas, memberi sanksi kepada petugas yang melakukan pelanggaran, dan melaksanakan pengawasan terhadap kendaraan yang tidak laik jalan.
