Policy in addressing congestion in Bandar Lampung city is directed to the creation of smooth traffic, road congestion problem in the city of Bandar Lampung protocol road resulting capacity is not enough roads to accommodate the traffic demand intensity caused the higher growth vehicle . The purpose of this study is to investigate and analyze the appropriate and effective policies to tackle congestion on the main streets of Bandar Lampung city . This type of research is qualitative. Data was collected through interview and documentation. Data analysis was conducted qualitatively, with the stage of data reduction, data display, and verification. Validity of the data was tested with data triangulation. Nike Irawati Butarbutar 2 Based on the research and discussion that the main cause temporary congestion during peak hours which is the width of the limitations of the protocol roads in Bandar Lampung city and irregularity transportation systems , traffic systems and system activities in the city of Bandar Lampung is influenced by the density of vehicles during rush hour and increased activity to the downtown community . There is a road widening construction policy evaluation protocol implemented on Kartini street, Raden Intan street, Sudirman street, Imam Bonjol street, Z.A Pagar Alam street, Ahmad Yani street, Diponegoro street, Teuku Umar street effective but still find weaknesses that led to the concentration of vehicle activity on the road widened . Appropriate and effective policies to reduce congestion in the city of Bandar Lampung protocol that development policies and plans regarding the widening of Bandar Lampung protocol to be implemented in Pemuda II street, Urip Sumoharjo street, P. Antasari street, Sultan Agung street was based on the concept of attraction of people passing over. The policy impact of the protocol is to increase the economic impact that the use of the fuel energy is not wasted, influence the spatial structure of Bandar Lampung city and also to reduce the activity focused the only vehicle on the road has been widened protocol previously . Keywords: Policy Analysis, Road Construction Kebijakan dalam mengatasi kemacetan di Kota Bandar Lampung diarahkan untuk terciptanya kelancaran lalu lintas, masalah kemacetan di jalan protokol Kota Bandar Lampung yang disebabkan daya tampung ruas jalan yang tidak cukup untuk mengakomodasi intensitas permintaan lalu lintas yang disebabkan semakin tingginya pertumbuhan kendaraan. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis kebijakan yang tepat dan efektif dalam mengatasi kemacetan di jalan protokol Kota Bandar Lampung. Tipe penelitian yang digunakan adalah kualitatif. Pengumpulan data dilakukan dengan wawancara dan dokumentasi. Analisis data dilakukan secara kualitatif, dengan tahapan reduksi data, penyajian data (display) dan verifikasi data (penarikan kesimpulan). Keabsahan data diuji dengan triangulasi data. Nike Irawati Butarbutar Berdasarkan hasil penelitian dan pembahasan bahwa penyebab utama kemacetan yang bersifat temporer yaitu pada saat jam sibuk adalah keterbatasan lebar ruas jalan protokol Kota Bandar Lampung dan ketidak teraturan sistem transportasi, sistem lalu lintas maupun sistem aktivitas di Kota Bandar Lampung yang dipengaruhi oleh padatnya kendaraan pada jam sibuk dan peningkatan aktivitas masyarakat ke pusat kota. Terdapat evaluasi kebijakan pembangunan pelebaran jalan protokol yang dilaksanakan pada Jl. Kartini, Jl. Raden Intan, Jl. Jenderal Soedirman, Jl. Imam Bonjol, Jl. Z.A Pagar Alam, Jl. Ahmad Yani, Jl. Diponegoro, Jl. Teuku Umar efektif tetapi masih menemukan kelemahan yaitu menyebabkan terkonsentrasinya aktivitas kendaraan pada jalan yang dilebarkan. Kebijakan yang tepat dan efektif dapat mengurangi kemacetan di jalan protokol Kota Bandar Lampung yaitu rencana mengenai kebijakan pengembangan dan pelebaran jalan protokol Kota Bandar Lampung yang akan dilaksanakan pada Jl. Pemuda II, Jl. Urip Sumoharjo, Jl. P. Antasari, Jl. Sultan Agung didasarkan pada konsep lebih tertariknya masyarakat melewati jalan protokol Dampak kebijakan ini berpengaruh dengan peningkatan ekonomi yaitu pemakaian terhadap energi bahan bakar tidak sia-sia, berpengaruh terhadap tata ruang Kota Bandar Lampung dan juga untuk mengurangi terfokusnya aktivitas kendaraan hanya pada jalan protokol yang telah dilebarkan sebelumnya.
