ABSTRAK PROSES REKRUTMEN DPC PDIP KABUPATEN LAMPUNG UTARA TERHADAP CALON BUPATI PERIODE 2014-2019 Oleh Natasya Zakia Gibran Salah satu persyaratan mewujudkan demokrasi adalah adanya partai politik. Partai politik memiliki fungsi dalam bidang organisasi yaitu untuk melakukan rekrutmen kepemimpinan politik dalam mengisi jabatan pemerintahan maupun politik. Partai politik pada saat ini dalam melakukan rekrutmen lebih mengutamakan bakal calon yang memiliki kemampuan finansial dibandingkan bakal calon yang memiliki kualitas dan berpengalaman. Pencalonan lewat partai politik masih dominan nuansa oligarki elit partai politik dan kecenderungan memilih calon berdasarkan ukuran materi (kapital/modal). Tujuan penelitian ini adalah untuk mengetahui bagaimana proses rekrutmen DPC PDIP Kabupaten Lampung Utara Terhadap Calon Bupati Periode 2014-2019 berjalan. Penelitian ini bersifat deskriptif dengan menggunakan metode kualitatif. Penelitian dilakukan di Lingkungan DPC PDIP Kabupaten Lampung Utara. Teknik pengumpulan data dengan menggunakan teknik wawancara, adapun informan yang diwawancarai berjumlah 6 (enam) orang. Hasil penelitian ini adalah, 1) DPC PDIP dalam melaksanakan proses rekrutmen bersifat tertutup, dikarenakan proses penetapan tidak dilakukan secara terbuka melainkan melalu rapat internal pengurus fungsionaris DPP. 2) ada 4 (empat) faktor yang menjadi bahan pertimbangan untuk menentukan calon yang akan diusung. 3) pada proses rekrutmen ini DPC PDIP mengutamakan kader potensial untuk diusung pada pemilihan kepala daerah di Lampung Utara. 4) PDIP dalam proses pembuatan keputusan bersifat informal-terpusat, dimana keputusan berada ditangan DPP dengan melalui rapat pengurus fungsionaris setelah mendengarkan masukan serta saran dari pengurus di daerah. Calon yang diusung ditetapkan tanpa melalui proses pemilihan dan bersifat sentralistik dikarenakan keputusan berada ditangan DPP. Political party having the function in the organization which is to do recruitment leadership political in fill the office government and politics. Political party at the moment in doing recruitment prioritize candidates for having financial condition than the candidate having the quality and inexperienced. Nominate passing political party still dominant shades oligarchic elite political party and tendency select a candidate based on size matter ( kapital / capital ). Research purposes this is to see how process recruitment DPC PDIP district North Lampung against prospective regent period 2014-2019 walk. This research is descriptive by using the method qualitative.Research is done in the neighborhood of dpc pdip district north lampung. The technique of collecting data with uses the technique interview the informant who is interviewed number 6 ) a person. This research result is, 1) DPC PDIP in carrying out the process is spatially closed, recruitment because the process of determination of openly but not done through internal meeting of the functionaries DPP. 2) There are 4 factors that was the consideration to determine a candidate to be supported. 3) In the process of recruitment this DPC PDIP priority on member potential for surmounted in the regional election in North Lampung.4 ) Pdip in decision making process is informal-centralized, in which the decision was on the dpp with through a meeting of the functionaries after listening to advice from the input as well as in the region. The candidate supported established beyond through the process of selection in nature due to a decision and sentralistik be on the DPP. Keywords: recruitment, political parties, the regional election
