ABSTRAK ANALISIS POTENSI WILAYAH TERKAIT DENGAN KONDISI JARINGAN JALAN DALAM RANGKA PENGEMBANGAN WILAYAH KABUPATEN PRINGSEWU Oleh FRANSISCA ANDA CHRISMA DEWI Pengembangan wilayah merupakan strategi memanfaatkan dan mengkombinasikan faktor internal (kekuatan dan kelemahan) dan eksternal (peluang dan tantangan) yang ada sebagai potensi dan peluang yang dapat dimanfaatkan untuk meningkatkan produksi wilayah akan barang dan jasa. Masalah yang timbul akibat keterkaitan antara pengembangan wilayah dengan ketersediaan sektor infrastruktur yaitu menjadi suatu pertanyaan sektor apa yang merupakan sektor basis, dan sektor yang memiliki potensi yang kompetitif dari setiap Kecamatan dalam memberikan kontribusi bagi perkembangan ekonomi di Kabupaten Pringsewu, kemudian apakah ketersediaan jaringan jalan yang ada saat ini sudah cukup layak . Penelitian ini bertujuan untuk mengetahui dan menganalisis sektor yang menjadi sektor basis dari setiap kecamatan untuk pengembangan wilayah Kabupaten Pringsewu. Mengetahui dan mendeskripsikan potensi sektor yang kompetitif dari setiap Kecamatan yang memiliki potensi paling besar dalam memberikan kontribusi bagi perkembangan ekonomi Kabupaten Pringsewu dan kondisi jaringan jalan yang akan mendukung pengembangan wilayah di Kabupaten Pringsewu. Untuk mengetahui sektor basis dengan menggunakan analisis location quotient (LQ) yang merupakan cara permulaan untuk mengetahui kemampuan suatu daerah dalam sektor kegiatan tertentu, dimana sektor basis adalah sektor dengan kegiatan ekonomi yang hasil produksinya dapat untuk melayani pasar baik untuk daerah itu maupun diluar batas perekonomian yang bersangkutan. Analisis Shift Share merupakan teknik yang sangat berguna dalam menganalisis perubahan struktur ekonomi Kecamatan dibandingkan dengan perekonomian kabupaten. Dari setiap Kecamatan di Kabupaten Pringsewu menunjukkan sektor basis yang berbeda, terutama dikarenakan Kabupaten Pringsewu merupakan daerah yang berkembang menjadi kawasaan perkotaan maka sektor industri pengolahan muncul sebagai sektor basis di beberapa kecamatan. Kondisi jaringan jalan masih dengan kondisi tidak baik dan belum memenuhi standar jalan yang ada. Dengan arah pengembangan Kabupaten Pringsewu untuk Perdagangan dan Jasa sangat perlu untuk dilakukan peningkatan fungsi jalan terutama yang menghubungkan antara pusat – pusat kegiatan lebih diutamakan jaringan jalan kolektor. This research aim to identify and analyze the sectors that are the basis of each district for the development of the Subdistrict. Determining and describing the potential competitive sector of each sub has the greatest potential to contribute to the economic development of Newburn and conditions of the road network that will support the regional development of Fortuna. To determine the basis of the analysis of location quotient (LQ), which is a starting point to determine the ability of a region in a particular sector of activity, which is the basis of the economic activities of their products to be able to serve the market for both local and outside the boundaries of the economy year. Shift share analysis is a technique that is useful in analyzing changes in the economic structure of the district compared to the economy of the district. Of each District in Newburn shows the different basis, mainly due to the Subdistrict area developed into the urban industrial sector emerged as the basis in some districts. The road network is not well with the condition and do not meet the standard of the existing road. With the development of the Subdistrict for Trade and Services are necessary to be an increase in the road, especially the relationship between the center - a center of the preferred road network of collectors.
