Abstrak Bahasa Indonesia ANALISIS PENYERTAAN MODAL KABUPATEN/KOTA DAN KEBIJAKAN PIMPINAN BUMD SERTA PENGARUHNYA TERHADAP KINERJA BUMD (STUDI KASUS PADA 10 KABUPATEN/KOTA PROVINSI LAMPUNG) ABSTRAK Oleh: SUTARYONO HADIWIBOWO Dalam upaya peningkatan kinerja Badan Usaha Milik Daerah (BUMD, pemerintah daerah merealisasikan penyertaan modal dengan harapan kinerja BUMD tersebut akan meningkat sehingga pemerintah daerah dapat memperoleh bagi hasil sebagai Pendapatan Asli Daerah (PAD) selain dari besarnya penyertaan modal, top manajemen BUMD juga sangat berpengaruh terhadap kinerja BUMD, karena para pimpinan tersebut yang mengambil kebijakan strategis dalam meningkatkan kinerja BUMD. Penelitian ini bertujuan untuk memperoleh bukti empiris bahwa penyertaan modal BUMD dan kebijakan pimpinan BUMD berpengaruh secara signifikan terhadap kinerja BUMD Penelitian ini dilakukan pada 20 BUMD di 10 Kabupaten/Kota di Provinsi Lampung, dengan menggunakan uji statistika analisis regresi untuk menguji pengaruh penyertaan modal (X1) dengan kinerja BUMD (Y). Uji hipotesis dengan membandingkan nilai sig pada tiap variabel menunjukan nilai Sig ≤ α, Sedangkan hasil uji t menunjukkan bahwa t hitung sebesar 2.312 dan signifikansi t sebesar 0,00. Sedangkan uji analasis deskriptif digunakan untuk menguji pengaruh kebijakan pimpinan BUMD (X2) dengan kinerja BUMD (Y), hasil pengujian menunjukkan indikator kebijakan pimpinan BUMD memiliki pengaruh yang signifikan dibandingkan dengan fluktuasi kinerja BUMD dalam bentuk bagi hasil yang selalu meningkat dari tahun 2008 sampai dengan 2012. Berdasarkan pengujian diatas, peneliti dapat menyimpulkan bahwa penyertaan modal dan kebijakan pimpinan berpengaruh positif signifikan terhadap kinerja BUMD, berarti bahwa semakin baik penyertaan modal dan kebijakan pimpinan maka kinerja BUMD semakin baik juga. Abstrac Bahasa Inggris ANALYSIS OF DISTRICT’S CAPITAL INVESTMENT AND REGIONAL-OWNED ENTERPRISES’S CHIEF EXECUTIVE POLICY AND ITS EFFECT ON REGIONAL-OWNED ENTERPRISES’S PERFORMANCE (CASE STUDY ON THE 10 DISTRICTS IN PROVINCE LAMPUNG) ABSTRACT By: SUTARYONO HADIWIBOWO In order to improve the performance of regional-owned enterprises, local governments enclose capital investment in order to increase the performance of public enterprises so that local governments can obtain the results as revenue (PAD) apart from its capital investment, the top management of enterprises is also very influential on performance of enterprises, as these leaders who took the strategic policy in improving the performance of enterprises. study aims to obtain empirical evidence that equity-owned enterprises and policy leaders significantly influence the performance of public enterprises. This study was conducted in 20 regional-owned enterprises in 10 districts in Province Lampung, with the regression analysis using statistical tests to examine the effect of capital investments (X1) with the performance of public enterprises (Y). Test the hypothesis by comparing the value of each variable showed sig Sig value ≤ α, while the results of the t test showed that t of 2.312 and a significance of 0.00 t. While analasis descriptive test was used to test the effect of policy-led enterprises (X2) with the performance of public enterprises (Y), the test results show leadership policy indicators enterprises have a significant effect compared with the performance of public enterprises in the form of fluctuations in the results is increasing from 2008 to 2012 . Based on the test, the researcher can conclude that the equity and policy leaders significant positive effect on the performance of enterprises, means that both the equity and policy leaders, the better the performance of public enterprises as well.
