Abstract
abstrak b.indonesia Kebijakan pemberian Izin Belajar tertuang dalam Peraturan Walikota Bandar Lampung Nomor 10 Tahun 2012tentang Pedoman dan Tata Cara Seleksi Calon Peserta Tugas Belajar dan Izin Belajar Bagi Pegawai Negeri Sipil di Lingkungan Pemerintah Kota Bandar Lampung, kebijakan tersebut guna tertib administrasi dalam pembinaan kepegawaian. Tujuan dari penelitian ini adalah untuk mengetahui proses pelaksanaan pemberian Izin Belajar dan faktor-faktor yang menjadi penghambat dan pendukung pelaksanaan pemberian Izin Belajar bagi Pegawai Negeri Sipil di Dinas Kesehatan Kota Bandar Lampung. Jenis Pendekatan yang digunakan dalam penelitian ini adalah yuridis empiris. Data yang digunakan dalam penelitian ini berupa data primer dan data sekunder. Metode pengumpulan data dalam penelitian ini dilakukan dengan cara studi kepustakaan dan studi lapangan. Data yang diperoleh selanjutnya diolah dengan cara seleksi data, pemeriksaan data, klasifikasi data, dan penyusunan data yang selanjutnya dianalisis dengan menggunakan cara analisis deskriptif kualitatif. Dari hasil penelitian yang dilakukan pada pelaksanaan pemberian Izin Belajar Pegawai Negeri Sipil di Dinas Kesehatan Kota Bandar Lampung tidak berjalan sesuai dengan ketentuan peraturan yang berlaku. Hal ini terlihat dengan adanya Pegawai Negeri Sipil di Dinas Kesehatan yang meninggalkan tugas-tugas kedinasan dalam melaksanakan perkuliahannya, hal ini bertentangan dengan ketentuan Peraturan Walikota Bandar Lampung Nomor 10 Tahun 2012 tentang Pedoman dan Tata Cara Seleksi Calon Peserta Tugas Belajar dan Izin Belajar Bagi Pegawai Negeri Sipil di Lingkungan Pemerintah Kota Bandar Lampung. This was shown by the Civil Servants Medical Officer who left the official duties in conducting lectures, it is contrary to the provisions of Bandar Lampung Mayor Regulation Number 10 Year 2012 on Guidelines and Procedures for Candidate Selection Task Learning and Study Permit For Public Servants Environmental civil Government in Bandar Lampung.
