Air bersih merupakan barang publik yang aksesibilitas ketersediaannya menjadi wujud dari pelayanan publik pemerintah kepada masyarakat. Masalah penelitian ini berangkat dari aksesibilitas masyarakat terhadap ketersediaan air bersih yang jangkauannya masih terbatas di Kabupaten Pringsewu. Tujuan penelitian ini adalah untuk analisis aksesibilitas terhadap ketersediaan air bersih produksi PDAM Kabupaten Pringsewu yang hanya menjangkau dua kecamatan. Penelitian ini menggunakan tipe deskriptif kualitatif dengan informan penelitian bersumber dari Kepala Bidang Cipta Karya Dinas PUPR Kabupaten Pringsewu, PDAM Way Sekampung, Pamsimas, aktivis serta masyarakat pelanggan PDAM. Penelitian ini menggunakan konsep aksesibilitas air bersih dan water governance. Hasil penelitian menunjukkan bahwa ketersediaan air bersih di Kabupaten Pringsewu belum memberikan pemerataan aksesibilitas bagi seluruh masyarakat. PDAM Way Sekampung hanya mampu mendistribusi air di dua kecamatan yaitu Kecamatan Pringsewu dan Kecamatan Gadingrejo dari seluruh total kecamatan di Kabupaten Pringsewu yang berjumlah 9 (sembilan) kecamatan. Belum adanya pemerataan aksesibilitas tersebut disebabkan beberapa faktor, yaitu; jumlah (volume) air yang dibutuhkan masyarakat cenderung besar sedangkan PDAM memiliki keterbatasan sumber air bersih, jarak dan waktu tempuh air bersih tersalurkan yang berbeda tingkat aksesibilitasnya, kualitas dan harga (tarif) air bersih yang belum sepadan, serta perlu kecermatan pemerintah daerah untuk dapat menentukan kebijakan skala prioritas wilayah atau kecamatan agar dapat memaksimalkan aksesibilitas air bersih. Sebab inferensi yang didapat aksesibilitas ketersediaan air bersih memerlukan tata kelola penyediaan air bersih yang baik. Terutama butuh kerjasama antara Dinas PUPR Kabupaten Pringsewu serta PDAM Way Sekampung, agar ke depan seluruh kecamatan di Kabupaten Pringsewu dapat terakses air bersih dari PDAM Way Sekampung secara bertahap dan merata. The problem of this research departs from the accessibility of the community to the availability of clean water whose reach is still limited in the Pringsewu Regency. The purpose of this study is to analyze the accessibility of the availability of clean water produced by PDAM Pringsewu Regency which only reaches two sub-districts. This study uses a qualitative descriptive type with research informants sourced from the Head of the Human Settlements Division of the PUPR Office of Pringsewu Regency, PDAM Way Sekampung, Pamsimas, activists, and PDAM customer communities. This research uses the concept of clean water accessibility and water governance. The results of the study indicate that the availability of clean water in the Pringsewu Regency has not provided equal accessibility for all communities. PDAM Way Sekampung is only able to distribute water in two sub-districts, namely Pringsewu and Gadingrejo sub-districts out of the total 9 (nine) sub-districts in Pringsewu Regency. The lack of equal distribution of accessibility is due to several factors, namely; the amount (volume) of water needed by the community tends to be large, while PDAM have limited sources of clean water, the distance and travel time for distributed clean water are of different levels of accessibility, quality and price (fare) of clean water are not commensurate, and local governments need to be careful in determining regional or sub-district priority scale policies to maximize the accessibility of clean water. Because the inference obtained is the accessibility of clean water availability requires good management of clean water supply. In particular, it requires cooperation between the PUPR Office of Pringsewu Regency and PDAM Way Sekampung, so that in the future all sub-districts in Pringsewu Regency can access clean water from PDAM Way Sekampung in stages and evenly.
