In the current era of globalization, the role of the Civil Service are critical to the success of development in various fields. Therefore, our attention must be directed to the Improvement of the quality of human resources that serve as a driving force in carrying out its duties and responsibilities to achieve the success of development that is being promoted. Therefore, it is often said that the subject of development is the human element. The purpose of this study was to determine the effectiveness of the Regional Employment Placement Agency of Civil Servants at the Regional Secretariat of the Environment Lampung Province. This study used a qualitative research method. Data was collected through observation, interviews, and documentation. The results of this study indicate that the Resource Management Apparatus (MSDA) has a very important position because the apparatus has a function as drafting, implementing, controlling, and evaluating the development. Agency or institution directly involved in the process of placement of public officials in a structural position in the province of Lampung is the Regional Personnel Agency (BKD), the Advisory Board Position and Rank (Baperjakat) and head area here is the Governor of the Province of Lampung In terms of staffing Lampung province still not enough to be able dikatakn as good government (good governance). Mechanism of personnel placement in a structural position through the following stages: Stage nomination, verification and evaluation phase of work, stage and stage-setting decision on the appointment of the structural position Keywords: Regional Employment Board, Placement Civil Servants Di era globalisasi sekarang ini peran Pegawai Negeri Sipil sangat menentukan bagi keberhasilan pembangunan di berbagai aspek bidang. Peningkatan kualitas sumber daya manusia juga perlu ditingkatkan yang berfungsi sebagai tenaga penggerak dalam melaksanakan tugas dan tanggung jawab untuk mencapai keberhasilan pembangunan yang sedang diselenggrakan atau subjek pembangunan ialah berasal dari unsur manusia. Tujuan penelitian ini adalah untuk mengetahui efektivitas Badan Kepegawaian Daerah dalam Penempatan Pegawai Negeri Sipil di Lingkungan Sekretariat Daerah Provinsi Lampung. Penelitian ini menggunakan metode penelitian kualitatif. Teknik pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa manajemen Sumber Daya Aparatur (MSDA) mempunyai posisi yang sangat penting karena para aparatur mempunyai fungsi sebagai perumus, pelaksana, pengendali, maupun yang mengevaluasi pembangunan. Badan atau lembaga teknis yang terlibat langsung dalam proses penempatan aparatur publik dalam jabatan struktural di Provinsi Lampung adalah Badan Kepegawaian Daerah (BKD), Badan Pertimbangan Jabatan dan Kepangkatan (Baperjakat) serta Kepala Daerah yang disini ialah Gubernur Provinsi Lampung sebagai Pembina dan diketuai oleh Sekretaris Daerah Provinsi, Pemerintah Provinsi Lampung masih belum cukup untuk dapat dikatakan sebagai pemerintah yang baik (good governance). Mekanisme penempatan aparatur dalam penempatan jabatan struktural esselon melaui tahap-tahap berikut: Tahap pengusulan, tahap verifikasi dan evaluasi kerja, tahap rekomendasi dan tahap penetapan keputusan pengangkatan dalam jabatan struktural. Kata kunci: Badan Kepegawaian Daerah, Penempatan Pegawai Negeri Sipil
