ABSTRAK KINERJA DINAS KOPERASI, USAHA KECIL MENENGAH, PERINDUSTRIAN DAN PERDAGANGAN DALAM PEMBINAAN DAN PENGELOLAAN USAHA MIKRO, KECIL DAN MENENGAH (UMKM) DI KOTA BANDAR LAMPUNG Oleh HILMAN ABDILLAH Keberadaan kelompok Usaha Mikro, Kecil dan Menengah (UMKM) dihadapkan pada masalah keterbatasan modal, peralatan kerja dan manajemen usaha. Dasar hukum pembinaan dan pengelolaan UMKM oleh pemerintah adalah Undang-Undang Nomor 20 Tahun 2008 Tentang Usaha Mikro, Kecil dan Menengah. Permasalahan penelitian adalah: (1) Bagaimanakah kinerja Dinas Koperasi, Usaha Kecil Menengah, Perindustrian dan Perdagangan dalam pembinaan dan pengelolaan UMKM di Kota Bandar Lampung? (2) Apakah faktor penghambat kinerja Dinas Koperasi, Usaha Kecil Menengah, Perindustrian dan Perdagangan dalam pembinaan dan pengelolaan UMKM di Kota Bandar Lampung? Pendekatan masalah yang digunakan adalah pendekatan yuridis normatif dan empiris. Pengumpulan data dilakukan dengan studi lapangan dan studi pustaka. Pengolahan data meliputi tahapan seleksi data, klasifikasi data dan penyusunan data. Analisis data yang digunakan adalah analisis yuridis kualitatif, Hasil penelitian ini menunjukkan: (1) Kinerja Dinas Koperasi, UKM, Perindustrian dan Perdagangan Kota Bandar Lampung dalam pembinaan dan pengelolaan UMKM adalah: a) Penciptaan iklim usaha yang kondusif, yaitu memudahkan para pelaku UMKM untuk mengembangkan usaha, tetapi keterbatasan anggaran berdampak pada kinerja tahun anggaran 2013/2014 yang belum optimal, karena jumlah pelaku usaha kecil yang memperoleh dana bergulir baru mencapai 41 pelaku usaha dari sebanyak 105 pelaku usaha kecil yang terdata atau baru mencapai 39.05%. b) Peningkatan akses kepada sumber daya produktif, yaitu pendidikan dan pelatihan wirausaha kepada pelaku UMKM, yang sudah dilaksanakan secara optimal c) Pengembangan kewirausahaan dan UMKM berkeunggulan kompetitif, yaitu memberikan bantuan berupa modal usaha dan peralatan kerja bagi para pelaku UMKM, tetapi hasilnya belum dilaksanakan secara optimal. (2) Faktor penghambat kinerja Dinas Koperasi, UKM, Perindustrian dan Perdagangan dalam pembinaan dan pengelolaan UMKM adalah: a) Keterbatasan anggaran dalam memberikan bantuan modal usaha kepada pelaku UMKM. b) Keterbatasan sumber daya manusia UMKM yang berdampak pada lemahnya jaringan usaha dan kemampuan penetrasi pasar dan kualitas persaingan usaha yang rendah. Saran penelitian ini adalah: (1) Dinas Koperasi, UKM, Perindustrian dan Perdagangan disarankan untuk meningkatkan intensitas pendidikan dan pelatihan kewirausahaan bagi pelaku UMKM (2) Dinas Koperasi, UKM, Perindustrian dan Perdagangan untuk memperbanyak jumlah kelompok usaha mikro, kecil dan menengah yang mendapatkan bantukan modal dan peralatan usaha. The legal basis for development and management of Micro, Small and Medium Enterprises by the government is Act No. 20 of 2008 on Micro, Small and Medium Enterprises. The research problem is: (1) How is the performance of cooperative, small, medium enterprises, industry and trade department in guidance and management of micro, small and medium enterprises at Bandar Lampung? (2) What are some factors that inhibiting performance of cooperative, small, medium enterprises, industry and trade department in guidance and management of micro, small and medium enterprises at Bandar Lampung? The approach used is a matter of normative and empirical juridical approach. Data collected by field studies and literature. Data processing includes the data selection process, classification of data and preparation of the data. Analysis of the data used is the juridical analysis of qualitative The results showed: (1) Performance of cooperative, small, medium enterprises, industry and trade department in guidance and management of micro, small and medium enterprises at Bandar Lampung are: a) The creation of a conducive business climate, which make it easier for small, medium enterprises to develop business. The results of the performance of the fiscal year 2013/2014 show the number of small businesses that acquire new revolving fund reaches 41 businessmen from as many as 105 small businesses recorded or only reached 39.05%. b) Increased access to productive resources, namely education and entrepreneurship training to small, medium enterprises, and implemented optimally c) Development of entrepreneurship and SMEs competitive advantage, namely to provide assistance in the form of venture capital and working equipment for the small, medium enterprises. (2) Factors inhibiting the performance of the Department of Cooperatives, small, medium enterprises, Trade and Industry in the development and management of small, medium enterprises are: a) The limited budget to provide capital assistance to SMEs. b) Lack of human resources of SMEs that have an impact on the weakness of the business network and market penetration capability and low quality competition, but this result is not optimal. Suggestion of this research are: (1) the Department of Cooperatives, small, medium enterprises, Trade and Industry suggested to increase the intensity of entrepreneurship education and training for small, medium enterprises (2) Department of Cooperatives, SMEs, Trade and Industry to increase the number of groups of micro, small and medium gain support of capital and business equipment.
