ABSTRAK ANALISIS PENERIMAAN RETRIBUSI PASAR TERHADAP PENDAPATAN ASLI DAERAH KABUPATEN LAMPUNG TENGAH Oleh Gita Rulia Sebagai daerah otonom, Kabupaten Lampung Tengah dituntut untuk dapat memiliki kemandirian terutama dalam hal penggalian dan pengelolaan sumber-sumber keuangan daerah. Salah satu komponen PAD yang menjadi andalan adalah penerimaan dari retribusi daerah, memperlihatkan besarnya salah satu jenis penerimaan daerah yaitu retribusi pasar dan besarnya retribusi daerah di Kabupaten Lampung Tengah. Berdasarkan Paeraturan Darah No. 12 Tahun 2001 Tentang Retribusi Pasar dijelaskan bahwa Retribusi pasar adalah pembayaran atas jasa penyelenggaraan dan atau penyediaan fasilita pasar tradisonal/sederhana yang berupa los, kios, toko, halaman atau pelataran dan bangunan lainnya yang dikelola oleh pemerintah daerah dan khusus disediakan untuk pedagang atau pribadi yang memanfaatkan fasilitas pasar, tidak termasuk yang dikelola oleh Perusahaan Daerah maupun swasta. Retribusi Pasar merupakan retribusi yang potensial dalam meberikan penerimaan dalam usaha meningkatkan PAD khususnya di Kabupaten Lampung Tengah. Berdasarkan uraian di atas, permasalahan dalam penelitian ini adalah : Seberapa besar tingkat efefktivitas, kontribusi dan pertumbuhan penerimaan yang diberikan dari retribusi pasar terhadap PAD di Kabupaten Lampung Tengah ?. Sedangkan Tujuannya adalah, untuk mengetahui tingkat efektivitas, kontribusi, dan pertumbuhan penerimaan retribusi pasar Kabupaten Lampung Tengah. Hasil penelitian diketahui bahwa penerimaan retribusi pasar di Kabupaten Lampung Tengah ditinjau dari tingkat efektivitas selama tahun 2005-2009 memiliki rata-rata sebesar 76,61 %, dimana selisih antara realisasi terhadap target sebesar 8,63 % yang dalam persentase pengukuran tingkat penerimaan adalah kriterianya Sangat Baik. Selanjutnya untuk tingkat kontribusi retribusi pasar terhadap retribusi daerah Kabupaten Lampung Tengah selama tahun 2005-2009 memiliki rata-rata sebesar 11,15 % pertahun, sehingga berdasarkan interval tingkat kontribusi adalah kurang baik, sedangkan kontribusi retribusi pasar terhadap PAD Kabupaten Lampung Tengah selama tahun 2005-2009 memiliki rata-rata sebesar 3,54 % setiap tahunnya sehingga berdasarkan interval tingkat kontribusi adalah kurang baik. Untuk laju pertumbuhan selama tahun 2005-2009 memiliki ratarata sebesar 13,57 %, maka berdasarkan interval kontribusi adalah kurang baik. ABSTRACT THE ANALYSIS OF ACCEPTANCE OF THE MARKET FEE TOWARDS THE ORIGINAL INCOME OF THE AREA IN CENTRAL LAMPUNG REGENCY Gita Rulia As the autonomous area, Central Lampung is demand to be able to have autonomy especially in the matter of the excavation and the management of regional finance of sources. One of the PAD components that become the mainstay is the acceptance from the regional fee, showed the size of one of the acceptance kinds of the area that is the market fee and the size of the regional fee in Central Lampung. Based on PERDA No. 12 in 2001 about market fee was explained that the market Fee was payment on the implementation of service and or the provisions of market facilities traditional/simple that took the form of the shed, the kiosk, the shop, the page or the yard and the other building that was managed by the regional government and was especially provided for the trader or personal that use market facilities, but not include kinds that was managed by the Regional Company and Private Enterprises. The Market fee is the fee that was potential in giving acceptance in an effort to increase PAD especially in the Central Lampung. Based on the analysis above, the problem in this research is: How big is the level of effectiveness, the contribution and the growth of acceptance that was given from the market fee towards PAD in Central Lampung?. Which the purpose was, to know the level of the effectiveness, the contribution, and the growth of the acceptance of the market fee in Central Lampung. Results of the research were known that acceptance of the market fee in Central Lampung being considered from the level of the effectiveness for the year 2005-2009 had in general of 76.61%, where the difference between the realisation towards the target is 8.63% that in the percentage of the grating of the level of acceptance is well done criteria. Further for the level of the contribution of the market fee towards the regional fee in Central Lampung for the year 2005-2009 had in general of 11.15% each year, so based on the interval of the level of the contribution was not good enough, whereas the contribution of the market fee towards PAD in Central Lampung for the year 2005-2009 had in general of 3.54% each year so based on the interval of the level of the contribution was not good enough. For the growth rate for the year 2005-2009 had in general of 13.57%, then based on the interval of the contribution was also not good enough.
