abstrak bahasa indonesia Keberadaan Satuan Polisi Pamong Praja sebagai pembantu Kepala Daerah dalam penegakan Peraturan Daerah adalah menyelenggarakan ketentraman dan ketertiban masyarakat, namun kenyataannya Satuan Polisi Pamong Praja dalam menertibkan pedagang kaki lima lebih menggunakan pendekatan represif, sehingga berdampak negatif pada PKL dan Satuan Polisi Pamong Praja diduga menjadi tidak profesional. Tujuan penelitian ini adalah untuk mengetahui Profesionalisme Aparat Satuan Polisi Pamong Praja Kota Bandar Lampung dalam Penertiban Pedagang Kaki Lima. Sedangkan metode penelitian yang digunakan adalah deskriptif kualitatif. Hasil penelitian menunjukkan bahwa Satuan Polisi Pamong Praja Kota Bandar Lampung dalam Penertiban Pedagang Kaki Lima di Pasar Bambu Kuning sudah profesional, dilihat dari indikator sebagai berikut: (1) Kualitas keahlian dan kewenangan, dilaksanakan dengan penertiban PKL yang didasarkan pada kewenangan Satuan Polisi Pamong Praja sebagai pelaksana kebijakan Pemerintah Kota Bandar Lampung di bidang pemeliharaan ketertiban dan keindahan kota. (2) Sikap mental dalam bentuk komitmen, dilaksanakan dengan penertiban PKL yang dilandasi oleh sikap dan komitmen untuk menjaga keindahan, kebersihan dan ketertiban Kota Bandar Lampung melalui penertiban PKL yang tidak mengedepan cara-cara represif atau kekerasan. (3) Tolak ukur efektivitas/efisiensi kinerja, dilaksanakan dengan penertiban PKL yang mengacu pada keberhasilan dalam melaksanakan peraturan perundang-undangan, khususnya Perda yang berkaitan dengan keindahan dan ketertiban Kota. (4) Prosedur kerja, dilaksanakan dengan penertiban PKL yang didasarkan pada tahapan preemtif (sosialisasi dan langkah-langkah persuasif kepada PKL), Preventif (pencegahan dengan melakukan patroli dan penjagaan dalam rangka mencegah adanya pelanggaran Peraturan Daerah dan memberikan teguran lisan maupun tertulis para PKL) dan Represif (melakukan penegakan Perda yaitu melakukan penertiban terhadap PKL yang melanggar ketertiban umum di Pasar Bambu Kuning). While research method used is descriptive qualitative. The results showed that the Civil Service Police Unit Bandar Lampung in curbing Street Vendors in Bambu Kuning Yellow Bamboo has been professional, seen from the following indicators: (1) The quality of expertise and authority, carried out with the controlling authority of the vendors that are based on the Civil Service Police Unit as implementing government Bandar Lampung policy in the field of maintenance of order and beauty of the city. (2) Mental attitude in the form of commitment, carried out by controlling street vendors based on the attitude and commitment to maintain the beauty, cleanliness and order in the city of Bandar Lampung through the control of street vendors who do not use repressive measures or violence. (3) Gauge of the effectiveness/efficiency performance, conducted by controlling street vendors who draws on the success in implementing the legislation, particularly laws relating to beauty and order in the city. (4) The procedure of work, carried out by controlling street vendors based on the stages of pre-emptive (socialization and persuasive measures to street vendor), Preventive (preventive patrols and surveillance in order to prevent violations of Regional Regulation and give an oral or written reprimand the street vendors) and repressive (enforcing legislation that is taken any action against street vendors who violate the public order in the Yellow Bamboo Market).
