Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
The division of Enggal subdistrictis highly intended to improve the effectivity and efficiency of govermental implementation in order to create a better service in public. Besides, there are still significant issues which are considered unsupporte related to role and function of subdistrict post-division, those are the delegation of authority and institutional managenment. These two issues lead to minimum public service recently. The objective of this research is to figure out and evaluate the role and function of subdistrict during post-division in Enggal governmental implementation. In another side, the methods used in this research are qualitative descriptive and case study approach. The data collecting techniques are observation, interview and documentation. To support the information, the head of the subdistrict, secretary of the district, and local society become the informants of this research. The result of this research completely shows that the role and function of subdistrict post-divison during the governmental implementation is still incapable to gain its goal. This is due to the subdistrict division is not supported by a new delegation of authority by Mayor. Moreover, the impartation of existed authority is not at all compiled by finance, personnel and proper facilities. It can be seen from the administration of the budget is still the same for all districts in the city of Bandar Lampung which is only in the term of official administration fulfillment. As well, personnel role is not capable enough to support the impartation of authority from not only number and techniqal gualification, but also from minimum facilities and in terms of organizational structure is the same in all districts in the city of Bandar Lampung, whereas every subdistrict has their own job issue and various problem complexity. Keywords : evaluation, roles and functions of the subdistrict, post- expansion Pemekaran Kecamatan Enggal dimaksudkan untuk meningkatkan efektivitas dan efisiensi penyelenggaraan pemerintahan sehingga pelayanan masyarakat akan lebih baik. Akan tetapi, banyak permasalahan yang belum mendukung peran dan fungsi kecamatan pasca pemekaran dalam penyelenggaraan pemerintahan diantaranya yaitu pendelegasian kewenangan dan penyusunan kelembagaan sehingga pelayanan yang diberikan kurang maksimal. Tujuan penelitian ini adalah untuk mengetahui dan mengevaluasi peran dan fungsi kecamatan pasca pemekaran dalam penyelenggaraan pemerintahan di Kecamatan Enggal. Sedangkan metode yang digunakan yaitu deskriptif kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data adalah observasi, wawancara, dan dokumentasi sedangkan informannya yaitu camat, seketaris camat dan masyarakat. Hasil peneltian menunjukkan bahwa peran dan fungsi kecamatan pasca pemekaran dalam penyelenggaraan pemerintahan belum mampu mencapai tujuan pemekaran kecamatan, hal tersebut dikarenakan pemekaran kecamatan tidak diikuti perubahan pendelegasian kewenangan oleh walikota. Selain itu pelimpahan kewenangan yang ada belum disertai dukungan anggaran, personil serta prasarana yang memadai. Hal tersebut dapat dilihat dari pemberian anggaran masih sama untuk seluruh kecamatan di Kota Bandar Lampung dan hanya sebatas pemenuhan administrasi perkantoran, segi personil belum cukup mendukung bidang kewenangan yang dilimpahkan baik dari jumlah maupun kualisifikasi teknis, dari segi prasarana masih minim serta dari segi struktur organisasi masih sama pada seluruh kecamatan di Kota Bandar Lampung padahal setiap kecamatan memiliki beban kerja dan kompleksitas masalah yang berbeda-beda.
