Abstract

Penelitian ini dilatarbelakangi oleh munculnya konflik sosial akibat kebijakan pengelolaan hasil sedimentasi laut melalui PP No. 26 Tahun 2023 yang membuka ruang eksploitasi pasir laut, khususnya di Desa Margasari, Lampung Timur. Permasalahan penelitian ini adalah bagaimana strategi advokasi WALHI Lampung dalam merespons kebijakan tersebut serta posisinya dalam mendorong keadilan ekologis. Penelitian ini bertujuan untuk menganalisis strategi advokasi yang dilakukan WALHI Lampung dalam memperjuangkan hak masyarakat pesisir. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus, dengan teknik pengumpulan data melalui wawancara, dokumentasi, dan studi literatur. Analisis menggunakan teori advokasi Cohen & Arato dan geo theory Bryant. Hasil penelitian menunjukkan bahwa WALHI Lampung menerapkan tiga strategi advokasi, yaitu advokasi representatif, mobilisasi, dan teknis, yang terintegrasi dalam memperkuat kapasitas masyarakat dan menekan kebijakan yang tidak berpihak pada lingkungan. Advokasi ini berhasil memperkuat resistensi masyarakat dan mendorong penghentian aktivitas tambang. Kesimpulannya, advokasi masyarakat sipil berperan penting dalam menghadapi disharmoni kebijakan dan memperjuangkan keadilan ekologis. Penelitian selanjutnya disarankan mengkaji efektivitas advokasi lintas aktor dalam skala yang lebih luas. Kata kunci: advokasi lingkungan, WALHI, sedimentasi laut, konflik pesisir, kebijakan publik This study was prompted by the emergence of social conflicts resulting from the policy on the management of marine sedimentation under Government Regulation No. 26 of 2023, which has opened the door to the exploitation of marine sand, particularly in Margasari Village, East Lampung. The research question is: what are WALHI Lampung’s advocacy strategies in response to this policy, and what is its role in promoting ecological justice? This study aims to analyse the advocacy strategies employed by WALHI Lampung in championing the rights of coastal communities. The research adopts a qualitative approach using the case study method, with data collection techniques including interviews, documentation, and literature review. The analysis utilises Cohen & Arato’s advocacy theory and Bryant’s geo-theory. The findings indicate that WALHI Lampung employs three advocacy strategies representative, mobilisation, and technical which are integrated to strengthen community capacity and challenge policies that are not environmentally friendly. This advocacy has successfully bolstered community resistance and led to the cessation of mining activities. In conclusion, civil society advocacy plays a crucial role in addressing policy inconsistencies and championing ecological justice. Further research is recommended to examine the effectiveness of cross-actor advocacy on a broader scale.
