Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penelit ian ini bertujuan untuk mengetahui prosedur penggunaan dokumen Bea Perolehan Hak atas Tanah dan Bangunan (BPHTB) sebagai persyaratan dalam peralihan hak atas Sertipikat Hak Milik (SHM) perorangan di Kantor Pertanahan Kota Bandar Lampung. Selain itu, penelit ian juga bertujuan untuk menilai fungsi dan masalah yang muncul selama proses tersebut. Metodologi yang diterapkan dalam studi ini adalah pendekatan kualitat if, dengan pengumpulan data melalui wawancara, observasi, dan pengumpulan dokumentasi. Temuan penelit ian menunjukkan bahwa prosedur penggunaan dokumen BPHTB telah dilaksanakan sesuai dengan ketentuan yang ada, mulai dari pembuatan akta oleh Pejabat Pembuat Akta Tanah (PPAT), pemeriksaan dokumen di loket, hingga proses verifikasi di Kantor Pertanahan. BPHTB berfungsi vital sebagai syarat utama yang menentukan apakah dokumen peralihan hak bisa diproses atau tidak. Meski demikian, dalam praktiknya, masih ada beberapa isu yang muncul, sepert i masalah pada sistem aplikasi, ketidaksesuaian dalam data, dan kelengkapan dokumen yang belum memenuhi standar. Oleh karenanya, diperlukan peningkatan kerjasama antar lembaga serta perbaikan dalam sistem pelayanan untuk meningkatkan efisiensi dalam proses pemindahan hak atas tanah. Kata Kunci : BPHTB, Peralihan Hak, Sertifikat Hak Milik, Prosedur, Kantor Pertanahan This study aims to understand the procedure for using the Land and Building Acquisit ion Duty (BPHTB) documents as a requirement in the transfer of ownership of individual Freehold Cert ificates (SHM) at the Land Office of Bandar Lampung Cit y. In addit ion, the study also aims to assess the funct ions and issues that arise during the process. The methodology applied in this study is a qualitat ive approach, with data collect ion conducted through interviews, observat ion, and documentation collect ion. The research findings indicate that the procedure for using BPHTB documents has been implemented in accordance with exist ing regulat ions, starting from the creation of the deed by the Land Deed Official (PPAT), document checking at the service counter, to the verificat ion process at the Land Office. BPHTB plays a vital role as the main requirement that determines whether the transfer of ownership documents can be processed or not. Nevertheless, in pract ice, there are still some issues that arise, such as problems in the applicat ion system, discrepancies in the data, and the completeness of documents that have not met the standards. Therefore, it is necessary to improve cooperation between agencies as well as improvements in the service system to increase efficiency in the process of transferring land rights.
