Abstract
Perjanjian Sicomines antara Republik Demokratik Kongo dengan Tiongkok adalah bentuk kerja sama ekonomi internasional yang menerapkan skema Resource-for-Infrastructure (RFI), pertukaran sumber daya alam dengan pembangunan infrastruktur. Akan tetapi, dalam pelaksanaanya muncul banyak permasalahan yang ditandai dengan ketidaksesuaian antara target pembangunan infrastruktur serta realisasi yang dicapai. Penelitian ini bertujuan menganalisis implementasi Perjanjian Sicomines, mengidentifikasikan faktor apa saja yang memengaruhi pelaksaaan, serta menjelaskan keterkaitan antara dinamika implementasi dan hasil pembangunan infrastruktur. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus. Data diperoleh melalui sumber sekunder yang relevan. Analisis data dilakukan secara deskriptif-analitis dengan menngunakan konsep implementasi perjanjian internasional, kerja sama ekonomi internasional, skema Resource-for-Infrastructure (RFI), dan teori interpedensi asimetris. Hasil penelitian menunjukkan bahwasanya implementasi Perjanjian Sicomines belum sepenuhnya sesuai dengan tujuan awal perjanjian. Lemahnya kapasitas institusional, rendahnya transparansi, ketimpangan posisi tawar. Hasil penelitian menujukkan bahwa pelaksanaan Perjanjian Sicomine sbelum berjalan secara optimal akibat lemahnya kapasitas institusional, rendahnya transparansi, dan ketimpangan posisi ttawar yang menciptakan hubungan hubungan interpedensi asimetris antara kedua negara. Penelitian ini menyimpulkan bahwa skema Resource-for-Infrastructure (RFI) dalam Perjanjian Sicomines dalam pembangunan ini terdapat ketidaksesuaian dalam janji komitmen perjanjian dengan target pembangunan bagi Republik Demokratik Kongo karena masih terdapat kesenjangan antara desain perjanjian dan pelaksanaannya. Kata Kunci: Sicomines, Resource-for-infrastructure (RFI), Kerja sama Ekonomi Internasional, Interdependensi Asimetris. The Sicomines Agreement between the Democratic Republic of the Congo and Tiongkok is a form of international economic cooperation that implements the Resource-for-Infrastructure (RFI) scheme, the exchange of natural resources for infrastructure development. However, in its implementation, many problems have emerged, characterized by a mismatch between infrastructure development targets and actual results. This study aims to analyze the implementation of the Sicomines Agreement, identify factors that influence its implementation, and explain the relationship between implementation dynamics and infrastructure development outcomes. The study used a qualitative method with a case study approach. Data were obtained from relevant secondary sources. Data analysis was conducted descriptively and analytically using the concepts of international agreement implementation, international economic cooperation, the Resource-for-Infrastructure (RFI) scheme, and the theory of asymmetric interdependence. The results show that the implementation of the Sicomines Agreement has not fully aligns with the initial objectives of the agreement. Weak institutional capacity, low transparency, and unequal bargaining power are among the challenges. The results of the study indicate that the implementation of the Sicomines Agreement has not been running optimally due to weak institutional capacity, low transparency, and imbalanced bargaining positions that create asymmetric interdependence relationships between the two countries. This study concludes that the Resource-for-Infrastructure (RFI) scheme in the Sicomines Agreement in this development has a discrepancy in the promise of the agreement's commitment to the development targets for the Democratic Republic of Congo because there is still a gap between the agreement's design and its implementation.
