Abstract
Koordinasi dalam penyelenggaraan lalu lintas dan angkutan jalan dilakukan oleh stakeholder yang terlibat berdasarkan Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, yaitu Polresta Bandar Lampung, Dinas Perhubungan Kota Bandar Lampung, Dinas Pekerjaan Umum Kota Bandar Lampung, dan Badan Satuan Polisi Pamong Praja Kota Bandar Lampung. Koordinasi dilakukan karena tingginya kemacetan dan tingginya angka kecelakaan yang terjadi di Bandar Lampung, serta tingginya laju pertumbuhan kendaraan bermotor yang tidak diimbangi dengan pembangunan jalan baru. Tujuan penelitan ini adalah untuk menganalisis koordinasi multi stakeholder dan hambatan-hambatan yang dihadapi dalam penyelenggaraan lalu lintas dan angkutan jalan di Bandar Lampung. Metode yang digunakan dalam penulisan ini adalah pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Koordinasi multi stakeholder dalam penyelenggaraan lalu lintas dan angkutan jalan di Bandar Lampung dapat dilihat melalui tujuh indikator koordinasi menurut, yaitu: informasi, komunikasi, dan teknologi informasi; kesadaran pentingnya berkoordinasi; kompetensi partisipan; kesepakatan dan komitmen; penetapan kesepakatan; insentif koordinasi; dan feedback. Berdasarkan indikator tersebut menunjukkan bahwa koordinasi yang dilaksanakan dalam penyelenggaraan lalu lintas dan angkutan jalan di Bandar Lampung belum berjalan dengan baik. Hal tersebut dikarenakan dari tujuh indikator, lima diantaranya belum bisa dilaksanakan dengan baik dan juga terdapat hambatan dalam pelaksanaan koordinasi, yaitu masalah anggaran, masalah kewenangan, kurangnya personil polantas, rapat koordinasi yang jarang dilakukan, dan tidak ada rencana kerja dalam Forum. Rekomendasi yang peneliti berikan, yaitu memberikan reward dan punishment kepada pelaksana koordinasi, penambahan personil polantas, membuat aturan tertulis, membuat jadwal rapat koordinasi, dan membuat rencana kerja dan rencana anggaran dalam Forum. Kata kunci: Koordinasi; Multi Stakeholder; Lalu Lintas dan Angkutan Jalan abstract bahasa inggris STAKEHOLDERS COORDINATION ON THE IMPLEMENTATION OF TRAFFIC AND TRANSPORTATION IN BANDAR LAMPUNG Coordination on the implementation of traffic and transportation carried out by stakeholders involved based on Undang-Undang No. 22 Tahun 2009 about Lalu Lintas dan Angkutan Jalan are Polresta Bandar Lampung, Dinas Perhubungan Kota Bandar Lampung, Dinas Pekerjaan Umum Kota Bandar Lampung, and Badan Satuan Polisi Pamong Praja Kota Bandar Lampung. Coordination is done due to high congestion and high number of accidents that occurred in Bandar Lampung, and the high growth rate of the motor vehicle that is not offset by the construction of new roads. The purpose of this research is to analyze stakeholders coordination and obstacles encountered on the implementation of traffic and transportation in Bandar Lampung. The method used in this paper is a qualitative approach. Data collection techniques used were interviews, observation, and documentation. Stakeholders coordination on the implementation of traffic and transportation in Bandar Lampung can be seen through the coordination according to seven indicators, they’re: information, communication, and information technology; awareness of the importance of coordination; competence of participants; agreements and commitments; the establishment of an agreement; incentives coordination; and feedback. Based on these indicators showed that the coordination carried out in the organization of traffic and transportation in Bandar Lampung is not going well because of the seven indicators, five of which can not be implemented properly and there are also obstacles in the implementation of coordination, they’re the budget problem, the problem of authority, the lack of traffic police personnel, coordination meetings are rare, and no action plans in the Forum. The recommendations are giving of reward and punishment to the implementers of coordination, add traffic police personnel, make a written rule, schedule coordination meetings, and create a work plan and budget plans in the Forum.
