Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Abstrak Bahasa Indonesia Kurangnya transportasi bagi siswa/i sekolah di Kota Metro dan banyaknya siswa/i di bawah umur yang menggunakan kendaraan bermotor untuk menuju sekolah menyebabkan timbulnya masalah transportasi bagi siswa/i di Kota Metro. Oleh karena itu Pemerintah Kota Metro pada awal tahun 2015 melaksanakan program bus sekolah gratis dengan sasaran siswa/i SMP dan SMA di Kota Metro. Penelitian ini bertujuan untuk menganalisis implementasi program bus sekolah gratis di Kota Metro. Penelitian ini merupakan penelitian kualitatif dengan tipe penelitian deskriptif. Pada penelitian ini peneliti memfokuskan masalah penelitian pada Implementasi Program Bus Sekolah Gratis di Kota Metro, yang dihubungkan dengan indikator kinerja program menurut Ripley, yaitu akses, cakupan, bias, frekuensi, ketetapan layanan, akuntabilitas, dan kesesuaian program dengan kebutuhan masyarakat. Sumber data menggunakan kata-kata datindakan serta sumber tertulis. Teknik analisis data menggunakan reduksi data, penyajian data dan penarikan kesimpulan. Teknik keabsahan data menggunakan teknik memeriksa derajat kepercayaan, teknik memeriksa keteralihan data, teknik memeriksa kebergantungan data dan kepastian data. Dari hasil penilaian terhadap program bus sekolah gratis di Kota Metro dengan tujuh dimensi tersebut, maka penulis menghubungkannya dengan tujuan dari pengadaan bus sekolah gratis. Dari tiga tujuan program bus sekolah gratis tidak ada yang terlaksana dengan baik. Jadi implementasi program bus sekolah gratis di Kota Metro tidak berjalan optimal. Pemertintah Daerah Kota Metro seharusnya menyediakan layanan pengaduan yang dapat diakses oleh siswa/i, guru, orang tua murid dan masyarakat, menambah jumlah bus sekolah gratis, titik antar jemput bus sekolah gratis tidak hanya di Taman Kota Metro serta menambahkan besi pegangan bagi penumpang yang berdiri, alat pemadam kebakaran, serta kotak sampah. Kata Kunci: kebijakan publik, implementasi kebijakan, program, program bus sekolah gratis. This study aimed to analyze the implementation of the free school bus program in Metro City. This research is qualitative descriptive type. In this study, researchers focused on the research issues Implementation Free School Bus Program in Metro City, which is associated with indicators of program performance by Ripley (1986). There are seven dimensions of performance according to Ripley, namely access, coverage, bias, frequency, provision of services, accountability, and compliance programs with community needs. The data source using the words and actions, and written sources. Data were analyzed using data reduction, data presentation and conclusion. Technique authenticity of data using credibility, transferability, dependability and confirmability From the results of an assessment of free school bus program in Metro City with seven dimensions, the authors link it with the aim of supplying free school bus. Of the three objectives of the free school bus program no performing well. So the implementation of the free school bus program in Metro City is not running optimally. Local Government City Metro should provide complaint services that can be accessed by students, teachers, parents and the community, increasing the number of free school buses, point shuttle bus free school not only in Park City Metro and add an iron grip for passengers standing, tool firemen, and a litter box.
