Abstract
Penelitian ini bertujuan untuk mengetahui bagaimana Evaluasi Pelaksanaan Peraturan Daerah Kota Bandar Lampung Nomor 03 Tahun 2010 tentang Pembinaan Anak, Jalanan, Gelandangan dan Pengemis serta faktor apa saja yang menghambat proses penertiban dan pembinaan gelandangan pengemis tersebut. Pada penelitian ini penulis menggunakan teknik analisis data yang mengadopsi model analisis yang dikemukakan Miles dan Huberman dalam (Sugiyono, 2013:246) dengan Purposive Sampling sebagai teknik untuk menentukan informannya. Data yang diperlukan dikumpulkan melalui Studi Kepustakaan (Library Research) dan penelitian lapangan (Field Work Research) melalui observasi, wawancara dengan informan serta dokumentasi. Kesimpulan dari hasil penelitian yang diperoleh bahwa Dinas Sosial Kota Bandar Lampung, Satuan Polisi Pamong Praja, telah melaksanakan proses penertiban dan pembinaan Anak Jalanan, Gelandangan dan Pengemis sesuai dengan Peraturan Daerah Nomor. 03 Tahun 2010 tetapi masih saja banyak aktivitas Anak Jalanan, Gelandangan dan Pengemis yang beroperasi di tempattempat umum seperti Lampu Merah, Pasar, Jembatan Penyebrangan dan juga Trotoar jalan yang terkadang mengganggu ketertiban umum. Masalah utama yang menjadi faktor penghambat dalam Proses Pelaksanaan Pembinaan adalah Keterbatasan Dana, penyediaan Sarana, Prasarana penunjang , tidak maksimalnya sosialisasi ke berbagai aspek masyarakat maupun pemangku kepentingan dan juga kurangnya kerja sama antar instansi Pelaksana Dinas Sosial Kota Bandar Lampung dan Satuan Polisi Pamong Praja dengan Lembaga-Lembaga Sosial yang ada di Kota Bandar Lampung dalam memecahkan kendala-kendala yang dihadapi, yang menjadi faktor penghambat jalannya pelaksanaan Peraturan Daerah guna mencari solusi yang tepat untuk penanganannya. Kata Kunci : Evaluasi, Peraturan Daerah Nomor. 03 Tahun 2010, Pembinaan Anak Jalanan, Gelandangan dan Pengemis ABSTRACT EVALUATION OF REGIONAL REGULATION NO. 03 YEAR 2010 ON THE DEVELOPMENT OF STREET CHILDREN, HOMELESS AND BEGGARS IN BANDAR LAMPUNG This study aims to find out how the Evaluation of Regional Regulation (Perda) of Bandar Lampung No.03 Year 2010 on Child Development, Street, Homeless and Beggars and factors that hamper the process of controlling and fostering the homeless beggars. In this study the authors used data analysis techniques that adopt the model of the analysis presented by Miles and Hubermanin (Sugiyono, 2013:246) with purposive sampling as a technique to determine the informant. The necessary data is collected through Librarianship (Library Research) and field research (Field Work Research) through observation, interviews with informants and documentation. Conclusions from the study show that the Social Office of Bandar Lampung, Pamong Praja Police Unit, has been carrying out the process of controlling and fostering street children, homeless and beggars in accordance with Regional Regulation Number. 03 Year 2010 but there are still a lot of activity of street children, homeless and beggars who operate in public places such as traffic lights, Market, crossing bridge and sidewalk that is sometimes disturbing public order. The main problem swhich are the hampering factor in the Implementation Processof fostering are limitation offunds, provision of Facilities, supporting Infrastructure, lack of socialization to various aspects of society and stakeholders and also the lack of cooperation among implementing agencies Social Office of Bandar Lampung and the Pamong Praja Police Unitwith other Social Institutions in the city of Bandar Lampung in solving the obstacles that encountered, which are the hampering factor of Regional Regulation implementation in order to find the right solution for handling it.
