Abstract
Desa merupakan bentuk wilayah pemerintahan yang berada dalam tingkatan paling bawah. Desa merupakan organisasi komunitas lokal yang mempunyai batas-batas wilayah, dihuni oleh sejumlah penduduk, dan mempunyai adat istiadat untuk mengelola dirinya sendiri. Pengaturan desa telah dijelaskan dalam Undang–Undang No. 6 tahun 2014.berdasarkan undang-undang tersebut, masyarakat desa berhak meminta dan mendapatkan informasi dari pemerintah desa serta mengawasi kegiatan penyelenggaraan pemerintahan desa, pelaksanaan pembangunan desa, pembinaan kemasyarakatan desa, hingga pemberdayaan masyarakat desa. Berdasarkan Peraturan Daerah Kabupaten Lampung Tengah No.8 Tahun 2011 desa disebut dengan Kampung. Potensi yang dapat diberdayakan di kampung Poncowarno Kecamatan Kalirejo Kabupaten Lampung Tengah diantaranya pertanian, perkebunan dan industri rumahan yang meliputi industri rumahan batubata, industri rumahan genteng dan industri rumahan lainnya. Permasalahan dalam skripsi ini adalah bagaimanakah kewenangan Pemerintah Kampung Poncowarno dalam Pemberdayaan Masyarakat dan apasajakah faktor penghambat pelaksanaan kewenangan Pemerintah Kampung Poncowarno dalam Pemberdayaan Masyarakat.Penelitian hukum ini menggunakan metode penelitian hukum normatif dan empiris. Sumber data dalam penelitian ini berupa data primer dan data sekunder, dan dianalisis secara deskriptif kualitatif. Kewenangan pemerintah desa dalam pemberdayaan masyarakat yaitu kegiatan dalam rumah tangganya sendiri, menggerakkan partisipasi masyarakat, melaksanakan tugas dari pemerintah di atasnya, keamanan dan ketertiban masyarakat. Adapun faktor penghambat kewenangan tersebut yaitu sumber daya manusia yang ahli dibidangnya, dan keterbatasan bahan baku, dan lain-lain, selanjutnya Pemerintah Kampung diharapkan memaksimalkan kewenangannya dengan membuat suatu program, memberikan wawasan kepada masyarakat untuk lebih berkembang, serta menjalin hubungan dengan masyarakat agar masyarakat lebih mudah untuk berkembang agar kewenangan pemerintah desa dalam pemberdayaan masyarakat dapat dilaksanakan secara maksimal. Kata kunci : Kewenangan, Pemerintah Desa, Pemberdayaan Masyarakat GOVERNMENT AUTHORITY IN THE VILLAGE COMMUNITY EMPOWERMENT The village is a form of government which are in the region of the lowest level. The village is a local community organization that has boundaries, inhabited by a number of residents, and customs have to manage themselves. The village setting is described in the Act No. 6 years 2014.berdasarkan the law, the villagers are entitled to request and obtain information from the village government and supervise the activities of village governance, the implementation of rural development, rural community development, to empower rural communities. Based on Central Lampung District Regulation 8 In 2011 the village called the Village. The potential that can be empowered in the village Poncowarno Kalirejo District of Central Lampung regency including agriculture, plantations and cottage industry cottage industry include brick, tile cottage industries and other cottage industries. The problem in this thesis is how the Government authorities in Village Poncowarno Community Empowerment and what are the factors inhibiting the implementation of the Government's authority in the Poncowarno Village Community Empowerment. This legal research using normative and empirical legal research. Sources of data in this study are primary data and secondary data, and analyzed decriptive qualitatively. The authority of village government in empowering the community that activities within their own household, mobilize community participation, carry out the task of the government on it, security and public order. The factors inhibiting the authority of human resources skilled in the art, and the raw material shortages, and others, then the Government of the village is expected to maximize its authority by creating a program, provides insight to the public to be further developed, as well as a relationship with the community so that more people easy to evolve to the government's authority in the village community empowerment can be implemented optimally.
