Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Implementasi kebijakan konservasi penyu di Pekon Muara Tambulih diatur dalam Surat Keputusan Bupati Lampung Barat Nomor B/206/KPTS/II.12/2012 tentang Kawasan Konservasi Pesisir dan Pulau-Pulau Kecil Kabupaten Lampung Barat tidak berjalan dengan efektif. Hal ini disebabkan karena masih mengalami beberapa permasalahan seperti tidak terjalinnya koordinasi dan komunikasi dari para implementor kebijakan, kurang adanya pengawasan dari Dinas Peternakan, Kelautan dan Perikan Pesisir Barat terkait pelaksanaan kebijakan dan minimnya anggaran penunjang pelaksanaan kebijakan. Tujuan penelitian ini adalah untuk mendeskripsikan implementasi kebijakan konservasi penyu dan mengidentifikasi ketidakefektifan implementasi konservasi penyu dalam menjaga kelestarian habitat penyu di Pekon Muara Tambulih, Kecamatan Ngambur, Kabupaten Pesisir Barat. Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Hasil penelitian ini mengacu kepada pengukuran efektivitas implementasi kebijakan. Jika dilihat dari indikator ketepatan kebijakan, kebijakan ini telah efektif karena telah dibuat oleh lembaga atau pejabat yang berwenang dan sudah direncanakan dan dirumuskan sesuai dengan tujuan kebijakan yaitu untuk menjaga dan melestarikan habitat penyu. Namun kebijakan konservasi tersebut akan tidak efektif jika dilihat dari sudut pandang ketepatan pelaksanaan, ketepatan target dan ketepatan lingkungan. Pada indikator ketepatan pelaksanaan kebijakan tidak efektif karena para implementor kebijakan tidak melaksanakan tugas dan fungsinya dengan baik. Pada indikator ketepatan target belum tercapai karena tidak terdapat SOP (standard operational procedure) dan fasilitas penangkaran yang kurang memadai sehingga para implementor kebijakan tidak bisa mengoptimalkan waktu, tenaga, dana dan sumber daya yang tersedia sehingga target tidak tercapai. Kemudian pada indikator ketepatan lingkungan juga belum efektif karena tidak terjalin interaksi yang baik antar implementor kebijakan dan pada lingkungan eksternal kebijakan, masyarakat belum memahami keterlibatan mereka dalam pelaksanaan kebijakan konservasi penyu. Selain itu terdapat permasalahan lain penyebab ketidakefektifan implementasi kebijakan konservasi penyu yaitu kerusakan habitat penyu akibat abrasi pantai dan aktivitas penangkapan ikan oleh nelayan. Kata Kunci: Implementasi kebijakan, Konservasi Penyu ABSTRAK BAHASA INGGRIS Turtle conservation policy implementation in the village of Muara Tambulih regulated in West Lampung Regency Decree No. B / 206 / KPTS / II.12 / 2012 concerning the Conservation of Coastal Areas and Small Islands West Lampung regency is not operating effectively. This is because they experienced some problems like the establishment of coordination and communication of the implementor of policies, lack of supervision of the Department of Animal Husbandry, Marine and fishery West Coast related to the implementation of policies and the lack of budget support policy implementation. The purpose of this study was to describe the sea turtle conservation policy implementation and identify ineffective implementation of turtle conservation in preserving the turtle habitat in the estuary Pekon Tambulih, District Ngambur, Pesisir Barat Regency. This study used descriptive qualitative method. Data collection techniques used were observation, interviews and documentation. The results of this study refers to measuring the effectiveness of policy implementation. If seen from the indicators appropriateness of the policy, the policy has been effective because it has been made by the institution or the competent authorities and is planned and formulated in accordance with the policy objective is to maintain and preserve the turtle habitat.. However, the conservation policy will not be effective if viewed from the standpoint of precision of execution, the target accuracy and precision of the environment. In indicator of the execution of the implementation of policies not effective because the implementor policy does not carry out its duties and functions well. In the precision indicator targets have not been achieved because there is no SOP (standard operational procedure) and breeding facilities are inadequate so that the policy implementor can not optimize the time, effort, money and resources available. And then, the precision of environmental indicators has not been effective because the policy environment does not develop a good interaction and the external environment of public policy do not understand their involvement in the implementation of the turtle conservation policy. In addition there are other problems cause the ineffectiveness of policy implementation turtle conservation is the damage turtle habitat due to coastal erosion and fishing activity by fishermen.
