Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penyaluran pupuk bersubsidi seharusnya dilaksanakan secara tepat dan efektif sesuai dengan ketentuan yang telah ditentukan, tetapi masalah yang terjadi adalah penyaluran pupuk dihadapkan pada kendala keterlambatan penerimaan oleh petani dan harga pupuk yang tidak sesuai dengan harga eceran tertinggi. Oleh karena itu diperlukan pengawasan preventif oleh Komisi Pengawasan Pupuk dan Pestisida (KPPP) Kabupaten Lampung Tengah. Tujuan penelitian ini adalah mengetahui efektivitas Pengawasan Preventif KPPP Terhadap Ditribusi Pupuk Bersubsidi di Kabupaten Lampung Tengah. Penelitian ini tipe deskriptif, dengan pendekatan kuantitatif. Hasil penelitian ini menunjukkan bahwa efektivitas pengawasan preventif komisi pengawas pupuk dan pestisida (KPPP) terhadap distribusi pupuk bersubsidi di Kabupaten Lampung Tengah adalah masuk dalam efektivitas sedang. Hal ini didasarkan pada hasil perhitungan yang menunjukkan bahwa dari 32 orang responden, terdapat sebanyak 24 (75,00%) responden yang menyatakan bahwa efektivitas pengawasan preventif KPPP terhadap distribusi pupuk bersubsidi di Kabupaten Lampung Tengah memiliki efektivitas sedang. Efektivitas pengawasan preventif sebagaimana diatur dalam Peraturan Menteri Perdagangan Republik Indonesia No.21/M-DAG/PER/6/2008 Juncto No. 07/M-DAG/PER/2/2009 tentang Pengadaan dan penyaluran Pupuk bersubsidi dan pembagian tanggung jawab antara Kementerian Perdagangan dan Kementerian Pertanian, yaitu perusahaan perorangan atau badan usaha, baik berbentuk badan hukum atau bukan badan hukum yang ditunjuk oleh Produsen untuk melakukan pembelian, penyimpanan, penyaluran, dan penjualan pupuk bersubsidi dalam partai besar di wilayah tanggung jawabnya untuk dijual kepada Petani dan/Kelompok Tani melalui pengecer yang ditunjuknya. Bahwa didapatkan hasil rata-rata secara keseluruhan adalah masuk dalam kategori sedang atau cukup efektif. It is therefore necessary preventive supervision by the Fertilizer and Pesticide Control Commission Central Lampung regency. The purpose of this study was to determine the effectiveness of the Preventive Monitoring KPPP Against Subsidized Fertilizer Distribution in Central Lampung regency. This study was descriptive, with quantitative approach. The results of this study show that the effectiveness of preventive supervision of the supervisory commission of fertilizers and pesticides (KPPP) on the distribution of subsidized fertilizer in Central Lampung regency is included in the effectiveness of the medium. It is based on calculations that show that of the 32 respondents, there were 24 (75.00%) of respondents stated that the effectiveness of preventive supervision KPPP on the distribution of subsidized fertilizer in Central Lampung regency had moderate effectiveness. The effectiveness of preventive supervision as stipulated in the Minister of Trade of the Republic of Indonesia Number 21 / M-DAG / PER / 6/2008 Juncto No. 07 / M-DAG / PER / 2/2009 concerning procurement and distribution of fertilizer subsidy and the division of responsibilities between the Ministry of Commerce and Ministry of Agriculture, which is an individual company or business entity, whether incorporated or not a legal entity designated by the manufacturer to make a purchase , storage, distribution, and sale of subsidized fertilizer in bulk in its area of responsibility to be sold to farmers and / Farmer through designated retailers.
