Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Berdasarksan Pasal 34 UUD 1945 “Fakir miskin dan anak-anak yang terlantar dipelihara oleh negara” ini menegaskan bahwasanya negara memiliki tanggungjawab terhadap kesejahteraan masyarakat. Dinas sosial sebagai representasi pemerintahan di Provinsi Lampung menjadi penyelenggara bantuan sosial dengan berlandaskan Undang-Undang Nomor 11 Tahun 2009 tentang Kesejahteraan Sosial dalam pelaksanaannya. Dengan permasalahan kemiskinan perkotaan di Provinsi Lampung, maka diperlukan penanggulangan yang dapat mengurangi penyandang fakir miskin. Kementrian Sosial RI memeberikan solusi yang dijalankan berupa Pendekatan Kelompok Usaha Bersama (KUBE) yang dijalankan oleh Dinas Sosial di Provinsi. Terkait dengan permasalahan yang dikaji pada skripsi ini, dirumuskan beberapa permasalahan, yakni: 1) Bagaimanakah peran dinas sosial dalam penyaluran bantuan sosial sebagai upaya penanggulangan kemiskin perkotaan di Provinsi Lampung? 2) Apakah faktor penghambat dalam pelaksanaan penyaluran bantuan sosial sebagai upaya penanggulangan kemiskinan perkotaan di Provinsi Lampung? Penelitian ini dilakukan melalui pendekatan normatif dan empiris. Sumber data yang digunakan berupa data primer dan data sekunder. Data primer adalah data yang diperoleh dari penelitian lapangan. Dan data sekunder adalah data yang diperoleh dari kepustakaan. Data yang tersaji dinalisis secara deskriptif kualitatif. Hasil penelitian menunjukan bahwa: 1) Peran dinas sosial dalam penyaluran bantuan sosial sebagai upaya penanggulangan terhadap kemiskin perkotaan di Provinsi Lampung adalah sebagai representasi asas dekonsentrasi dan tugas pembantuan dari pemerintah pusat (Kementrian Sosial RI) kepada pemerintah daerah (Dinas Sosial) dengan fungsi perumusan, penyelenggaraan, pembinaaan dan pelaksanaan bantuan sosial di Provinsi Lampung dengan pendekatan Kelompok Usaha Bersama (KUBE). 2) Faktor penghambat dalam pelaksanaan penyaluran bantuan sosial sebagai upaya penanggulangan kemiskin perkotaan di Provinsi Lampung ada 3 diantaranya: Minimnya pengetahuan kelompok KUBE di Hikmah Wati Provinsi Lampung dalam pembuat rekening untuk kepentingan bersama yang menghabiskan waktu cukup lama, bahasa terkadang saat sosialisasi dan evaluasi seksi pemberdayaan fakir miskin Dinas Sosial Provinsi Lampung mengalami kesulitan interaksi dengan anggota KUBE karena mereka terkadang masih sering menggunakan bahasa suku atau bahasa daerah masing, dana yang dialokasikan kepada KUBE untuk tujuan kesejahteraan hidup sering di salah gunakan Saran yang dapat diberikan penulis dalam permasalahan yang dibahas, yakni : Memaksimalkan sosialisasi tentang Kelompok Usaha Bersama (KUBE) dan tata cara pelaksanaanya guna menunjang kemampuan masyarakat dalam menjalankan KUBE serta manfaat jangka panjang bagi masyarakat ; Pendekatan persuasif pelaksana penyelenggara KUBE kepada masyarakat untuk menjangkau bagaimana penyampaian pendekatan KUBE dengan tepat. Kata Kunci : Dinas Sosial Provinsi Lampung, Penanggulangan Kemiskinan, Sinergitas program KUBE. THE ROLE OF DEPARTMENT OF SOCIAL WELFARE IN THE DISTRIBUTION OF SOCIAL ASSISTANCE AS URBAN POVERTY REDUCTION EFFORTS IN THE PROVINCE OF LAMPUNG According to the 1945 Constitution of the Republic of Indonesia (UUD 1945) Article 34 states that " Impoverished and abandoned children shall be taken care of by the State" which confirms that the State has a responsibility for the welfare of the citizens. The Social Welfare Department as a representation of central government in Lampung province is to host social assistance in accordance with Acts No.11/2009 regarding Social Welfare and its implementation. The big number of urban poverty in Lampung Province makes it important to reduce the number of the impoverished urban area. The Ministry of Social Affairs offers a solution in the form of Collective Business Group (KUBE) under the Department of Social Welfare of the province. Based on the issues above, the research questions were formulated as follows: What is the role of Social Welfare Department in the distribution of social assistance to the impoverished urban areas in the province of Lampung? ; What are the inhibiting factors in the implementation of the distribution of social assistances in reducing the impoverished urban area in the province of Lampung? This research was conducted using normative and empirical approaches. The sources of the data were in the form of primary data and secondary data. The primary data sources were obtained from the field study. While the secondary data sources were gathered from the literature study. The presented data were then analyzed in descriptive qualitative technique. The results showed that: The role of Social Welfare Department in the distribution of social assistance to the impoverished urban areas in the province of Lampung was a representation of the deconcentration principle as well as a co-administration of the central government (Ministry of Social Affairs) to the local government (Social Welfare Department) with the function of formulation, implementation, guidance and the implementation of social assistance in the province of Lampung with Collective Business Group (KUBE) approach; The inhibiting factors in the implementation of countermeasures distribution of the social assistances to the impoverished urban areas in Lampung included 3 factors: the lack of knowledge of KUBE groups in Lampung Province in creating the Hikmah Wati group’s account for the collective interest, the indigenous language used by many KUBE groups were difficult to understand by the Empowerment Section of the Social Welfare Department especially in socialization and evaluation process which lead to awkward interaction, the funds allocated to KUBE for the purpose of welfare was often being misused. It is suggested that: the local government should be maximized in socializing about the Collective Business Group (KUBE) and its method to support the community's ability to run KUBE as well as the long-term benefits for the community; there should be a persuasive technique to approach the community in order to reach out the most appropriate way to socialize KUBE.
