Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Dinas Komunikasi dan Informatika (Kominfo) memiliki kewenangan untuk mengelola komunikasi dan informatika dituntut mampu mengolah dan memanfaatkan informasi. Namun dalam pelaksanaan tugasnya kinerja Dinas Kominfo belum dapat mencapai hasil yang memuaskan. Tujuan penelitian ini adalah untuk menganalisis Kinerja Dinas Kominfo dan menganalisis strategi Pemerintah Provinsi dalam meningkatkan kinerja Dinas Kominfo serta untuk mengetahui kendala-kendala. Tipe penelitian ini adalah penelitian kualitatif. Pengumpulan data dilakukan dengan wawancara dan dokumentasi. Data dianalisis secara kualitatif. Hasil penelitian menunjukkan : 1. Kinerja Dinas Komunikasi dan Informatika terdiri dari : Komponen Input, dukungan sumber daya belum terfokus pada penyediaan kebutuhan organisasi berbasis TIK. Komponen Output, pencapaian sasaran strategis belum optimal. Komponen Outcome, pencapaian hasil kegiatan jangka pendek berupa pemanfaatan teknologi dan tersedianya akses informasi publik belum optimal. Komponen Benefit, strategi Pemerintah Provinsi Lampung dalam meningkatkan Kinerja Dinas Kominfo belum dapat mewujudkan tata kelola Pemerintah berbasis TIK, sehingga manfaatnya belum dapat di rasakan oleh masyarakat. Komponen Impact, Strategi Pemerintah Provinsi Lampung belum dapat meningkatkan Kinerja Dinas Kominfo. 2. Strategi Pemerintah Provinsi Lampung dalam meningkatkan kinerja Dinas Kominfo melalui penataan Organisasi Perangkat Daerah harus diperkuat oleh penerapan fungsi-fungsi manajemen yaitu : Perencanaan, Pengorganisasian, Implementasi, Pengawasan dan Pengendalian. 3. Kendala-kendala Dinas Kominfo dalam meningkatkan Kinerja adalah : Terbatasnya sumber daya anggaran TIK dan keterampilan SDM serta dukungan Sarana Prasarana TIK. Lemahnya sistem regulasi. Lemahnya sistem Koordinasi. Sistem Perencanaan Anggaran kurang memperhatikan kemanfaatan alokasi anggaran. Kata kunci : Strategi, Kinerja dan Tatakelola Pemerintahan berbasis TIK. abstract Dinas Kominfo has authority to manage communication and information, was demanded to be able to take advantage and process information. But in practice, the performance of Dinas Kominfo is not yet achieve satisfying result. The Purpose of this research is to analyze the performance of Dinas Kominfo and the strategy of Provincial Government to improve Dinas kominfo’s performance and to know the obstacle. This research is kualitatif research type. Data accumulation process is by interview and documentation. The data analyzed with kualitatif process. The result of this research indicate : 1. Dinas Kominfo’s performance consist of : Input componen, the resources support is not focused to supplying necessity of organization that basis in TIK. Output componen, the strategic target achievment is not optimum yet. Outcome componen, the achievment result of the short term activity with utilization of technology and availability accsess of public information is still not optimum. Benefit componen, The strategy of Lampung Provincial Government to improve the performance of Dinas Kominfo is yet still be able create Government with TIK basis, so the benefit is still cannot be felt by society. Impact componen, Lampung Provincial Government strategy is still cannot increase the Dinas Kominfo’s performance. 2. Lampung Provincial Government Strategy in increasing Dinas Kominfo’s performance by means of structuring regional organization should be strengthened by the application of management function, that is Planning, Organizing, Implementation, Supervision, and Control. 3. The obstacle of Dinas Kominfo in order to improve their performance is : Limited TIK budgetary resources and abilty of the human resources and support of TIK infrastructure. Weak regulatory system. Weak Coordination system. Budgetary planning system that less attention to the benefits of budget allocation. Key words : Strategy, Performance, and Governance basis on TIK
