Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Kebijakan publik di implementasikan dalam berbagai bidang, termasuk bidang Pendidikan. Salah satu kebijakan publik di bidang pendidikan adalah adanya Peraturan Menteri no 3 Tahun 2008 tentang Standar Proses Program Pendidikan Kesetaraan. Dimana Program ini salah satunya di Impelementasikan di Lembaga Pemasyarakatan Anak sebagai program pemenuhan hak anak atas pendidikan Penelitian ini focus pada Pendidikan Anak-anak di Lembaga Pemasyarakatan Anak Kelas III Bandar Lampung dengan Analisis Terhadap Pelakasanaan Peraturan Menteri Pendidkan RI No 3 Tahun 2008. Salah satu cara untuk mengungkap permasalahan ini adalah dengan menggunakan menggunakan teori implementasi kebijakan publik milik Merilee S. Grindle. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Data yang berupa kata-kata hasil wawancara, gambar, catatan di lapangan, foto, dokumen pribadi. Peneliti menemukan bahwa Implementasi Program Pendidikan bagi Anak-anak di Lembaga Pemasyarakatan Anak Kelas III Bandar Lampung sudah cukup maksimal. Hal ini dapat dilihat hasil data dan observasi peneliti yang dikaitkan dengan 6 faktor isi kebijakan (Content of Policy) dan 3 faktor yang termasuk dalam konteks kebijakan (Conteks of Policy) yang dikemukakan oleh Merilee S. Grindle hanya faktor sumber isi kebijakan yang masih belum baik. Selain itu semua faktor baik dari isi kebijakan maupun konteks kebijakan sudah berjalan baik sehingga kesimpulan dari Implelemtasi dari Program Pendidikan di Lembaga Pemasyarakatan Anak Kelas III Bandar Lampung sudah berjalan dengan baik sesuai dengan Peraturan Menteri No 3 tahun 2008. THE IMPLEMENTATION OF THE REGULATION OF EDUCATION MINISTER OF REPUBLIC OF INDONESIA NO. 3/2008 REGARDING EQUALITY EDUCATION PROGRAM AT JUVENILE CORRECTIONAL FACILITY CLASS III OF BANDAR LAMPUNG Those public policies are being implemented in every field, including education. One of the public policy in education is the Ministerial Regulation No. 3/2008 on the Standard Process of Equality Education Program. This program is also being implemented in Juvenile Correctional Facility as the fulfillment of the children rights to pursuit education. This study focuses on Children’s Education at Juvenile Correctional Facility Class III of Bandar Lampung with an analysis of the implementation of Ministerial Regulation No. 3/2008. This research used a theory of the implementation of public policy by Merilee S. Grindle to discover the problems. This research is a descriptive study with qualitative approach. During the study, the researcher found out that the implementation of Educational Program for Children at Juvenile Correctional Facility Class III of Bandar Lampung has been sufficient enough. It can be seen from the results of the data and the observations done by the researcher in association with the 6 factors from Contents of Policy and 3 factors from Context of Policy initiated by Merilee S. Grindle. The only factor that was less sufficient was the sources of the Content of Policy. While the rest of the factors from Content and Context of Policy has been running well. Thus, it can be concluded that the implementation of education program at Juvenile Correctional Facility Class III of Bandar Lampung was in accordance with the Ministerial Regulation No. 3/2008.
