ABSTRAK REPRESENTASI WEBSITE PEMERINTAH DAERAH PROVINSI LAMPUNG SEBAGAI MEDIA KOMUNIKASI DAN LAYANAN PUBLIK DALAM RANGKA E-GOVERNMENT Oleh ARLYANDI SATYA DJAUHARIE e-Government merupakan suatu upaya yang dilakukan oleh pemerintah untuk memanfaatkan komputer, jaringan komputer, internet dan teknologi informasi untuk menjalankan pemerintahan dan pelayanan publik. Penelitian ini bertujuan untuk menganalisis website satuan kerja perangkat daerah di provinsi Lampung sebagai media komunikasi dan layanan publik dalam rangka e-Government. Tipe penelitian deskriptif kualitatif dengan mengembangkan rubrik penilaian dalam menilai website. Analisis data menggunakan teknik filling system dan menguji validitas rubriknya dengan 3 kategori yaitu baik, cukup, dan buruk. Hasil sensus terhadap 58 SKPD di pemerintahan Provinsi Lampung hanya 28 website yang bisa sebanyak 5 website masuk ke dalam kategori baik, sebanyak 19 website masuk ke dalam kategori cukup dan sebanyak 4 website masuk dalam kategori buruk. Dari 4 tahapan pengembangan e-Government menurut Kominfo, website yang diteliti baru masuk pada tahap pertama yaitu sebatas memberikan informasi dan belum menunjukkan tahap interaksi maupun transaksi. Secara keseluruhan media komunikasi dan layanan publik di dalam website pemerintah daerah Provinsi Lampung hanya satu arah yaitu dari pemerintah ke publiknya. Hal ini disebabkan karena sebagian besar website yang ada di pemerintahan Provinsi Lampung masih berada pada tingkat pertama, yaitu berupa pembuatan situs web sebagai media informasi dan komunikasi pada setiap lembaga serta sosialisasi situs web untuk internal dan eksternal publik. This study aimed to analyze the websites SKPD in Lampung Province as a communication and public service medium in supporting e-Government. The type of qualitative descriptive study to develop an assessment rubric to assess websites. Data analysis using the technique of filling system and test the validity of the rubrics with 3 categories; good, moderate, and poor. The result of census of the 58 SKPD in the Lampung Provincial administration only 28 websites that can be accessed, 5 websites fit into good category, 19 websites fit into the moderate category and four websites are poor. Of the four stages of the development of e-Government according to all the websites examined Kominfo, just entered the first stage is limited to giving information and showing no signs of interaction and transaction stage. In general the communication medium and public services within the website the provincial government of Lampung in only one direction, from the government to the public. It is because most of the websites in the government of Lampung Province is still at the first level, which is the form of making a website as a medium of information and communication at each institution and socializing the website for internal and external public.
