Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Nilai tukar mata uang menjadi aspek penting dalam hubungan ekonomi politik internasional. Fluktuasi nilai mata uang berkontribusi besar terhadap perdagangan internasional, sehingga stabilitas nilai mata uang menjadi hal utama untuk mendapatkan surplus perdagangan internasional yang stabil. Terdapat dua sistem untuk menetapkan nilai mata uang yaitu floating exchange rate system dan fixed exchange rate system. Kebijakan moneter China adalah dengan menggunakan fixed exchange rate system, sementara dunia internasional saat ini menggunakan floating exchange rate system sebagai kebijakan moneter dengan menyerahkan nilai mata uang kepada mekanisme pasar. Perbedaan kebijakan moneter China dengan negara lainnya menjadi bahasan yang penting untuk dianalisis. Tujuan penelitian ini adalah untuk menganalisa alasan China tetap mempertahankan fixed exchange rate system dalam kebijakan moneternya melalui beberapa faktor. Penelitian ini menggunakan metode deskriptif kualitatif. Hasil dari penelitian ini adalah terdapat beberapa keuntungan ekonomi dan politik jika China tetap menggunakan fixed exchange rate system dalam kebijakan moneternya. Diantaranya yaitu China mampu menjaga nilai Yuan ditengah fluktuasi ekonomi politik internasional dengan memanfaatkan otoritas moneter. Stabilitas nilai Yuan dapat menekan angka inflasi sehingga produk China tetap memiliki daya jual dipasar internasional meski dalam kondisi krisis. Keuntungan ekonomi China tersebut dapat dilihat melalui peningkatan pendapatan nasional, rendahnya tingkat inflasi, surplus perdagangan internasional serta besarnya cadangan devisa yang dimiliki China. Berbagai keuntungan tersebut menjadi media bagi China untuk meningkatkan perannya dalam politik internsional atau dengan kata lain China menekan hegemoni moneter yang sedang berada dibawah kekuasaan Amerika Serikat. Salah satu upaya China untuk dapat mempengaruhi kebijakan Amerika Serikat yaitu dengan menukarkan devisa China dari bentuk dollar menjadi surat hutang Amerika Serikat. Selain itu China juga membeli lebih dari 50 persen sekuritas untuk menutupi defisit anggaran Amerika Serikat. Kata Kunci : Ekonomi Politik Internasional, Fixed Exchange Rate System, Analisis Kebijakan Policy Analysis of China’s Fixed Exchange Rate System in International Political Economy Issues The currency of exchange rate is an important aspect in the international political economic relations. Fluctuation in the currency values contributes greatly to international trade, so the stability of the currency be the main thing to get the stable of international trade surplus. There are two systems to set the value of the currency such as floating exchange rate system and the fixed exchange rate system. The monetary policy of China uses a fixed exchange rate system, while the international community uses a floating exchange rate system as a monetary policy with a surrender value of the currency to the market mechanism. China’s monetary policy has differences with other countries become important topics to be analyzed. The aim of this study was to analyze the reasons of China that still maintain fixed exchange rate system in the monetary policy by several factors. This study used descriptive qualitative method. The results of this study are some economic and political advantages if the Chinese continue to use fixed exchange rate system in monetary policy. Among which China able to maintain the value of the Yuan amid fluctuations in the international political economy by utilizing the monetary authorities. Yuan rate stability can reduce the rate of inflation therefore, products of Chinese still have the power in selling on the international market even in conditions of crisis. China's economic advantages can be seen through the increase in national income, low levels of inflation, international trade surplus and the amount of foreign exchange reserves owned China. The various advantages of a medium for China to increase the role in the international politics or in other words the monetary hegemony of China presses that are under the authority of the United States. One of the efforts of China is to influence the policies of the United States is to redeem the Chinese foreign exchange from the form of dollars to the US debt. In addition, China has also bought more than 50 percent of the securities to cover the US budget deficit. Keywords: International Political Economy, Fixed Exchange Rate System, Policy Analysis
