The purpose of this research are 1) Describe the potential and condition of the development of PKR model,(2) to develop existing Multigrade-teaching model, 3) to analyze effectiveness of multigrade-teaching model after multi-grade develop learning model, 4) analyze the efficiency of multigrade-teaching after using multigrade-teaching model develop, 5) analyze the attractiveness of multigrade-teaching model develop .This research used research and development. The research was conducted at Royal Kingdom Academy Elementary School Bandar Lampung and Charisma Global School, Lippo Karawaci, Tangerang. Data collection using questionnaires and test instruments. The research method used to test the effectiveness is the One-Group Pretest -Posttest Experimental Design. The sample of the research is the students of grade IV - VI of Elementary as many as 12 students. Data were analyzed quantitatively and qualitatively. The conclusion of the research are : 1) Early condition is still found the qualification of non SPd teacher and the learning syntax that has not varied, has not been able to facilitate low and high ability students so that potency of development of Multigrade-teaching model oriented to optimization of learning with more appropriate model 2) Development process begins with Multigrade-teaching-self study process capable of providing different service for each level. Existing of multigrade –teaching model does not support students to be able to learn actively and independently in class so it has potential to develop the model of Multigrade-teaching, 2) Model development process in validity by design experts and material experts. 3) Effectiveness of Multigrade-teaching model is used with normalized gain average score > 0,5; 4)Efficiently used multigrade teaching models seen from the highest efficiency values are 1,4 ; 5) multigrade-teaching model is interesting from the results of the average attractiveness test score > 80% Keywords: Instructional Model, Multigrade-teaching, Elementary School. Tujuan penelitian ini adalah 1) mendeskripsikan potensi dan kondisi dikembangkannya model PKR, (2) mengembangkan model PKR yang sudah ada, 3)menganalisis efektifitas model PKR setelah menggunakan model PKR yang dikembangkan, (4) Menganalisis efisiensi model PKR setelah menggunakan model PKR yang dikembangkan, (5) menganalisis kemenarikan model PKR yang dikembangkan. Penelitian menggunakan pendekatan penelitian dan pengembangan. Penelitian diadakan di SD Royal Kingdom Academy, Bandar Lampung dan SD Charisma Global School,Lippo Karawaci, Tangerang. Pengumpulan data menggunakan angket dan instrument tes. Metode penelitian yang digunakan untuk menguji efektifitas adalah Desain Eksperimen One–Group Pretest –Posttest. Subyek Uji Coba adalah siswa kelas IV-VI SD sebanyak 12 orang siswa. Data dianalisis secara kuantitatif dan kualitatif. Kesimpulan penelitian ini adalah 1) Kondisi awal masih didapati kualifikasi guru non Spd dan sintak pembelajaran yang belum bervariasi, belum mampu memfasilitasi siswa yang berkemampuan rendah dan tinggi sehingga berpotensi dikembangkannya model PKR yang berorientasi pada optimalisasi pembelajaran dengan model yang lebih tepat.;2) proses pengembangan diawali dengan model PKR-PBAS yang mampu memberikan layanan yang berbeda untuk setiap tingkatannya ;3) model PKR efektif digunakan dengan rata – rata gain ternormalisasi > 0,5; 4) model PKR efesien digunakan dilihat dari nilai efesiensi tertinggi adalah 1,4; 5) model PKR menarik dilihat dari hasil uji kemenarikan rata – rata > 80% Kata kunci : Model Pembelajaran, PKR, Sekolah Dasar.
