Konflik agraria yang terjadi di Mesuji antara PT. SIL dengan masyarakat desa Talang Batu yaitu pengklaiman lahan seluas 7.000 Ha oleh masyarakat desa Talang Batu yang awalnya masuk dalam IUPHHK oleh PT SIL. Penelitian ini menitik beratkan pada faktor penyebab terhambatnya penyelesaian konflik agraria antara PT. SIL dan masyarakat Desa Talang Batu. Tujuan dari penelitian ini adalah menganalisis penanganan konflik yang sudah dilakukan oleh Pemerintah Daerah Mesuji dan mengungkap apa yang menjadi penyebab terhambatnya penyelesaian konflik agraria di Mesuji. Konflik tidak terselesaikan hingga sekarang disebabkan karena tidak bertemunya kesepakatan yang dilakukan antar kedua belah pihak. Ada tiga faktor yang menjadi penghambat penyelesaian konflik yaitu berdasarkan tujuan yang ingin dicapai, hubungan antar kedua belah pihak dan ketidaktegasan Pemerintah Daerah. Penanganan yang telah dilakukan Pemerintah Daerah Mesuji untuk menyelesaikan konflik agraria yaitu membentuk panitia identifikasi dan penertiban tata batas kawasan hutan produksi register 45, melakukan sosialisasi kawasan hutan produksi register 45, membentuk Tim Pembinaan Pengawasan dan Penertiban kawasan hutan register 45, mengadakan audiensi tentang pengamanan kawasan hutan produksi register 45 bersama Tim Perlindungan Hutan Provinsi Lampung. Penanganan yang dilakukan Pemerintah Daerah Mesuji di rasa belum efektif untuk menangani konflik agraria yang terjadi sehingga perlu adanya penetapan Peraturan Daerah tentang adanya tanah adat/hutan adat, kewajiban Kemenhut untuk mendaftarkan seluruh tanah register kepada Badan Pertanahan Nasional (BPN) agar memiliki hak dan batas yang jelas, ketegasan dari kepala daerah untuk menyelesaikan konflik agar tidak terulang kembali, atau kembalikan tanah register 45 pada luas awal yang telah ditetapkan dalam Besluit Lampongsche Distric. Kesimpulan dari penelitian ini adalah faktor yang menjadi penyebab konflik agraria karena adanya pengklaiman oleh masyarakat Talang Batu yang merasa lahannya seluas 7.000 Ha masuk dalam IUPHHK HTI PT.SIL. AGRARIAN CONFLICT RESOLUTION IN REGISTRY 45 SUNGAI BUAYA (A Case Study on Talang Batu Village Sub-District of East Mesuji - Mesuji Regency) The agrarian conflict that occurred in Mesuji between PT. SIL with Talang Batu villagers is the claiming of 7.000 hectares of land by Talang Batu villagers who were initially claimed in IUPHHK (a permit issued to utilize forest product like timber) by PT. SIL. This research focuses on the factors causing the obstruction of agrarian conflict between PT. SIL and the community of Talang Batu Village. The purpose of this study is to analyze the handling of conflicts that have been done by the local government of Mesuji and to reveal the inhibiting factors of agrarian conflicts in Mesuji settlement. The conflict has not been resolved until now because of the unanimous agreement between both parties. There were three factors that hampered the conflict resolution which based on the goals to be achieved, not firmness of regional heads and based on the relationship between the two parties. The handlings that have been made by the local government of Mesuji to solve the agrarian conflict were listed as follows: establishing a committee of identification and controlling the boundaries of the production forest of registry 45, socializing the production forest of registry 45, establishing Forest Development Supervision and Control Team of Register 45, holding an audience on securing the production forest area of registry 45 with the Forest Protection Team of Lampung Province. The handlings made by the local government of Mesuji have not been effective to handle the agrarian conflict that happened, therefore, it is necessary to issue a Regional Regulation about the existence of customary land/customary forest, as well as the obligation of Forestry Ministry to register all registry lands to the National Land Agency (BPN) for clear boundaries, also the firmness of regional heads to resolve and prevent similar conflicts, or to return the registry 45 to the initial area established in the Dutch period in Besluit Lampongsche Distric. The conclusion of this research showed that the factor causing the agrarian conflict started from a claim made by Talang Batu villagers on the land area of 7.000 Hectares which was initially included in IUPHHK HTI of PT.SIL.
