Abstrak

Arab Spring adalah gelombang revolusi unjuk rasa dan protes yang terjadi di wilayah Timur Tengah. Arab Spring berawal dari peristiwa bakar diri seorang pemuda di Tunisia bernama Mohammed Buozizi pada 17 Desember 2010. Ia membakar dirinya karena diperlakukan secara tidak adil oleh pemerintah Tunisia. peristiwa ini memnacing amarah warga Tunisia. Mereka lalu melakukan protes dan demonstrasi menuntut mundur rezim Ben Ali. Penelitian ini bertujuan untuk mendeskripsikan proses transisi demokrasi di Tunisia pasca Arab Spring dan mengidentifikasi tipe transisinya menurut konsep transisi yang dikemukakan oleh Samuel Huntington. Penelitian ini merupakan penelitian deskriptif kualitatif. Pengumpulan data dalam penelitian ini menggunakan teknik studi pustaka. Hasil dari penelitian ini menunjukkan bahwa Tunisia hanya memenuhi empat dari lima kriteria demokrasi Huntington. Indikator yang tidak berhasil dicapai adalah stabilitas terhadap sistem demokrasi. Indikator ini tidak tercapai karena negara terganggu oleh terorisme. Tipe transisi di Tunisia adalah tipe replacement atau pergantian. Hal ini terlihat dari peristiwa yang terjadi selama masa transisi mencerminkan karakteristik tipe transisi replacement. Pelopor transisi di Tunisia adalah warga negara Tunisia yang sebelumnya adalah kelompok yang lemah dalam rezim. Fase pertama transisi adalah penggulingan rezim yang dilakukan dengan unjuk rasa di Tunisia. Fase kedua yaitu tergulingnya rezim terjadi ketika Ben Ali dianggap mengundurkan diri setelah melarikan diri ke Arab Saudi. Fase ketiga adalah perjuangan setelah tergulingnya rezim. Fase ini diisi dengan pembentukan rezim baru yang lebih demokratis. Rezim yang terbentuk adalah rezim Ennahdha yang dipilih melalui pemilu tahun 2014 dan rezim Beji Caid Essebsi yang dipilih melalui pemilu tahun 2014. Kata kunci: transisi demokrasi, Tunisia, Arab Spring ABSTRACT The Arab Spring is a wave of demonstrations and protests taking place in the Middle East region. The Arab Spring began with the self-immolation of a young man in Tunisia named Mohammed Buozizi on December 17, 2010. He burned himself for being treated unfairly by the Tunisian government. this event changes the anger of Tunisians. They then held protests and demonstrations demanding the withdrawal of the Ben Ali regime. This study aims to describe the process of democratic transition in Tunisia after the Arab Spring and identify the type of transition according to the transition concept proposed by Samuel Huntington. This research is a qualitative descriptive study. Data collection in this study uses literature study techniques. The results of this study indicate that Tunisia only fulfills four of five Huntington's democratic criteria. The indicator that was not successful was stability against the democratic system. This indicator is not achieved because the country is disturbed by terrorism. The type of transition in Tunisia is a type of replacement. This can be seen from the events that occurred during the transition period reflecting the characteristics of the replacement transition type. The transition pioneer in Tunisia is a Tunisian citizen who previously was a weak group in the regime. The first phase of the transition was the overthrow of the regime carried out with demonstrations in Tunisia. The second phase was the overthrow of the regime when Ben Ali was considered to resign after fleeing to Saudi Arabia. The third phase is the struggle after the overthrow of the regime. This phase is filled with the formation of a new, more democratic regime. The regime that was formed was the Ennahdha regime which was elected through the 2014 elections and the Beji Caid Essebsi regime was elected through the 2014 elections.
